To-day the Emperor and Empress are to attend the inauguration of a chureh at Nijini Nevgored. From thence they proceed to Kazan. On his return to Moscow it is ex- tremely probable the Emperor will make a publi¢ declaration. It is believed the cere- mony will iake place immediately after, as in the event of Alexander III., dying before the ceremony the succession might and would, it is feared, be disputed by the younger brothers of the present and late Emperor.

A By-Law to Encourage New Industries in the City of Charlottetown,
E it enacted by the City Council of the City of Charlottetown as follows:
l- All applications for exemption of now industries from taxation shall be made by petition to the Mayor and Council, such peti- tion to be signed by the person, company or corporation presenting the same, and to con. tain full particulars ot the new industry sought to be exempted, the amount of capital proposed to be invested therein, and the amount to be paid yearly for wagea, and the tax or taxes from which exemption is sought.
2. Every such petition shal] be accom- panied by proper proofs that the advertix> ments required by law have been duly in- serted, and no application shall be con- tidered by the Council until after the expira- sion of fourteen days from the date of the last publication of such advertisements,
3. The Council on such application may exempt such new industries from taxation or from any particular species of taxation,
4. In case such application 1s convested, the Council may adjourn the hearing thereof from time to time, should they think fit, but not more than one sppiication by auy new ia- dustry shall be made within the fiscal year.
5. No exemption will be granted to any new industry which does not propose to expend yearly at least the sum of five thousand dol- lars in wages,
6. Any false statemcnt or suppression of facts contained in any petition so te de pre- sented as aforesaid shall absolutely annul any excmption aud the tax shall be collected as if the samo had never been made,
