The Times says the composition of the French Ministry is somewhat of a surprise aud perhaps a little of disappointment The significance of Paul Bert’s appointment to the Ministry of Public Instruction can- not be mistaken. Of the new Ministry, it may almost be said, is not so much 4 min- istry of Gambetta as it is Gambetta him- self. It is impossible not te see in the ascendancy of Gambetta a certain revival of personal government, and a possible menace to the spirit of the republican in- stitutions. His accession to office is the turning point in the affairs of France and possibly even those of Eurepe, but history and his career are the strongest security that Gambetta will be proof against selfish ambitions.

The News’ Paris despatch says: The Bourse is ill-dieposed, owing to the fact that say is notin the Cabinet. Allain Targe, the new Minister of Finance, enjoys in first class banking circles a high reputation for competence and respectability.
