Dealing with the interim State- ment of receipts and expenditures for the fiscal year April 1, 1049, to March 31, 1050, consisting of ten months actual and two months forecast, Mr. Darby said the esti- mated receipts reflected the pros- perity of this Province and the wisdom of the Government in leasing certain taxation powers to the Dominion under the favour- able terms then obtained. The statement showed that ordinary revenues have again increased to a new high of,$8,351,990.ll0.

"Despite the expanding re- ceipts. we kept as closely as pos- sible to the plan of expenditures outlined in ihe budget of a year ago." he added. “Ordinary ex- penditures will total $0,102,181; and the net result is a surplus on ordinary account of $240,815. This was derived after making a sink- ing iund provision of $432,100.00, so that apart from this payment we woul have had a surplus on ordinary account of $802,005.

“The estimated expenditure for the year was $5,724,140; the Ictusl $0,102,181 - a difference of $378,- 041.00. Due however to the in- crease of $10.00 per month in old Ige pensions by the Federal Gov- ernment, (a matter over which we had no control and one which we could not have been expected to anticipate), we were compelled to expend an additional $250,084.

"Mothers' allowances and social assistance cost an extra $50,000, and cost-of-living bonus for which a sum sufficient was voted, in- volved $82,000 more. On these three items the difference amount- ed to $382,884, so that on all fore- seeable items for which provision had been made we spent lea by In amount of $4,043. In other words we maintained a strict sys- tem of budgetary control in Ill Departments. and it was only by exercising that control we were able. despite the additional ex- penditures above noted, to pro- duce the substantial surplus of $240,815.

Capital Account

"During this year capital and extraordinary expenditures were $2,124,190, and capital lecelpts $99,000, together with $04,000 in- terest on sinking fund investments. Total expenditure, ordinary and capital, was $8,290,379.00 as against total revenues of $8,515,655.00, leav- irlg I gross deficit of $1,774,723.00.

Deducting sinking iund provis- ion, $432,100.00, and, adding inter- est of $64,000.00 leaves I total of $400,190.00, or I net increase in liabilities of $1,278,533.00.

A ‘New High

Ordinary revenues during the current year again cached a new high of $0,351,905, compared with $5,688,182 for the fiscal year end- ing March 31, 1040,-—an increase of $863,834. This additional income was mainly derived as follows:

In 1034 we expanded $243,000. grow- lng to 31,400,000 in 1940. to :1,- 733,028 idr the fiscal year ending March 31, 1040 and for the cur- rent fiscal year attaining I grand total of $2,255,070, or $60,000 more than the whole Provincial ex- penditure for the year 1930. The estimates for next year will be approximately $2,500,000.

“Notwithstanding the apparent high level of employment and the compsrotively prosperous condi- tion of our people, the necesiiy for increasing expenditures for services continues to grow. Old age and blind pensions increased during the year from $851,146 to $1,241,004, almost $400,- 000 hlgher. Child an<1fnm_.lly wel- fare increased from $108,174 to $105,000.

“Our Government increased the per dlesn grants to general hos- pital: _so that this year expend- itures will exceed $l00,000. These grants are annual and have no reference to hospital construction grants which this year- totalled $105,000 and I similar amount Ip- pesrs in the estimates for the com- ing fiscal year. The Department has also inaugurated divisions of public health nursing, laboratories, sanitary engineering. cancer con- trol, V. partment of Agriculture reflect the increasing concern of our Gov- ernment regarding I proper de- velopment of this, our most irri- portant industry. Field supervis- ion has been extended, and the ad- ditional services are reflected in the increased cost at $30,156 as compared with $18,054-for the pre- vious year. The agricultural path- ologists’ laboratory, I service in- augurated by this Government. in- volved an expenditure of $10,121 up $4,000 from the year before. En- couragement of the good work done by the Women’: Institutes is evidenced by additional assistance of over $3,600. ‘ "Exhibition and other develop- ment grants have been maintain- ed; limestone continues to bo bonuscd. Altogether the Depart- ment expcnded $193,000 as com- pared with $156,785 for the year before.

Educstlon "l have already referred to the

increased expenditures on educa- tion rising from $335,000 in 1034

to $743,000 for the year ending March 31st. 1049. This year the outlay of $851,182 indicates the

deep interest and concern of the Government in all things pertain- ing to the education of our youth and the betterment of the posi- tion of our teachers.

"For the coming year we pro- pose to spend $917,500, I further increase of $60,000; the major por- tion of which is for teachers’ sal- aries and assistance for teacher training. Ithink I may safely say that no government in this Province has given greater thought and con- sideration to the development of education and the ever expressed need for an upward revision of salaries.

"Another feIture- worthy of mention in our program is the old given to rural schools for con- struction _ purposes. During the past year nearly $45,000 was ex- pended on this account and the estimates provide another $150,000 during the coming fiscal year. Thus the total estimated e endituru for next year will be nea ly $070,- 000——a far cry from $292,000 in 1020, just twenty years ago.
