The Global Change Game:
A Presentation
To coincide with International Development week in February, WUSC Local Committees across Canada will be organizing conferences, workshops, popular education activities and other special events on the theme ‘‘Education for All: From Rights to Reality!’’ This year, the symposium will also link with the 3rd International United Nations Forum at York University and the Global Change Game.
The Global Change Game is a large- scale simulation event that educates partici- pants about international development issues in a fun but empowering manner. It was conceived and created by a group of Univer- sity of Manitoba students interested in envi- ronment and international development is- sues. The principles of the Global Change Game include environmental sustainability, consensus decision-making, academic cred- ibility, and the empowerment of people from all walks of life. The Game has toured rural Manitoba by bicycle and the facilitators are planning a cross Canada tour for spring 1995.
In Atlantic Canada, Lori Palano, a Glo- bal Change Game facilitator from the Univer- sity of Manitoba will conduct presentations that will explain the history, origins, method- ology and principles of this unique learning tool.
The University of Manitoba students who created this participatory game have put international development education into ac- tion. Come listen to Palano’s presentation and learn how you too can educate others in a meaningful way.
This event will be held as part of the regional WUSC meeting hosted by UPEI. The presentation of the Global Change Game will take place 9:30 am, Saturday February 11 at Lecture theatre A, AVC. All those interested are welcome to attend.

Student Health Plan Attention New Full-Time Students Students who have just started full-time stud- ies in January, please be advised that the deadline to opt out of the Student Health Plan is February 4, 1995. Students may opt out only if they are currently enroled in a comparable health plan. Bring proof of coverage (plan card or verification letter) and student ID to the Student Union Office, 9:00 to 4:00. Pie not wait until fees have been paid, students who have missed the deadline dates are ineli- gible to opt out due to the Student Union insurance deadline dates. Residence bursary Bernadine Hall ($500)
Following are the terms of reference for the above-named bursary: 1. Recipient must be a Third or Fourth-Year student living in Bernardine Hall who has lived there for at least two years. 2. Must have an average of 65% or better in last semester’s work and passing grades in all five subjects... » 3. Must write a personal essay about what she/ he has participated in during her/his years in residence. How has she/he helped to promote spirit in Bernardine Hall? 4. Selection to be made by a committee from the Department of Student Services (com- posed of the Residence Manager or Coordina- tor of Residence Program, Director of Student Services, and one counsellor) with final ap- proval given by the Scholarship and Bursary Committee. 5. Selection to be made in conjunction with other bursaries awarded from the Memorial Bursary Fund.

UPEI Awards Several awards ranging from $125 to $300 are available for the second semester and will be awarded by the Scholarship and Bursary Com- mittee in February.

The terms of these bursaries are as follows: 1. The applicant must be able to demonstrate financial need, 2. Must be registered for either 3 or 6 semester hours of credjt in the second semester, 3. Must have received passing grades in all courses in the last semester registered at UPEI, 4. Must be working towards a first degree as opposed to upgrading for a second degree.

As students in Canada. we have attempted to show you how dangerous your proposed reforms to post-secondary education could be. With the reforms as they stand now, students at the University of Prince Edward Island will be facing
| at least a doubling of tuition. With a decrease in enrolment of ten percent this past academic year, these proposed changes
| are adding to the challenge of reversing this trend in enrolment.
| The community that a small university creates is a vital part of the Canadian culture. The possible extinction of thes¢
| communities in the light of your proposed reforms affects the incredible base of knowledge that reaches past the university
| boundaries. The loss of small universities and subsequent coalition of universities will result in the student’s loss of person!
| identity for university gain.
A realization that changes must occur urges us to ask that the student’s voice not be silenced. We encourage yo" to involve as many students as possible in the final debate on this issue, not only post-secondary students but also high school students since they will be the people most affected.
