submitied an amendment to clause one of the bill, which was seconded by Mr. Shaw. Clause one readsas follows :—

The Lieutenant Governor in Council may enter intO an agreement with the Government of Canada stipulating that, should the Government of Canada build a bridge across the Hillsborough R ver trom & point in or pear the City of Charlotte town to @ point in or near Southport and said bridge be so built as to be adapted and suitable not only for railway purposes but aleo asa public highway bridge for vehicles and foot passengers and for general trailic of all kinds, the Govern ment of Prince Edward Island will, on the completion to their satisfaction of such bridge, pay anouslly to the Governme rt of Canada towarde the interest of the money required to build that part of said bridze which will be used for general traffic of al) kinds other thao for railway purpotes, a a not exceeding twelve thousand dol- are.

The amendment submitted by Mr. Campbell reads as followe:— :

Mr. D. A. McKionon claimed that sraendments to bills must strictly relate to the bill which the Houee by itserd+r has resolved upon covsidering. He claimed thet the amendment moved by the hon. member for New London involved the appropriation o: public moneys of the Dominion Government and diverts the $12,000 this House has already resoived upon for tke proposed bridge. He asked for the ruling ofthe chairman on the point be had raised,

Hon. Mr. Farquharson, Hon. Mr. Macdonald and others on the Government side of the House also obj ced to the amendment claiming that it was iirele- vant. The Attorney-Geveral held that the amendment was out of order because it was contrary to the recommendation of fhe Lieutenant Governor.

Mr. Camptll, Mr. Shaw and Mr. Gordon argued thatthe amendmeat was in order and thould be accepted.

Clause three of the bill is as follows:

Mr. Shaw, seconded by Mr. J. A. Muc- donald, moved the following amendment to this clause :

That all after the word couacil be strack ont and the following be ineerted ta lieu thereof: will make all the receesary arrangemente with the government of Canada with reference to the construction of the trattic and passenger bridge as to width of carriage and passenger roadway, the necessary protection for the travelling | public on both sides of the eaid roadway, the material to be used in the constraction uf said roadway, the means whereby the road shall be kept in repair and all and every Other arrangement requird to safe- guard the public interest,

Both these amendments were also de- clared lost on division, and the original clauses passed. Mr. M, McKinnon voted with the Government.

At the evening sestion the Speaker took the chair, aod the chairman reported the bill agreed to. In amendment to the motion that the report of the committee be adopted, Mr. Campbell moved the amendment to clause one which he had previourly submitted.

Exception was again taken to the amendment, and the pointe raised at the afternoon session were once more dis~ cussed.

The Speaker ruled the amendment out of order On the ground that vo amendment could be received to a recommendation of the crown, which recommendation had been made in connection with the measure it was proposed to amend.

Mr. Campbell appealed from the de- cision Of the Speaker, but His Honor’s action was sustained ona stra ght p rty vole.
