Turving te China, Mr. Balfour said that British interests there were commercial aud not territorial. Except as a base for operations, the territory would be a disad~ vautage because it would involve respon- sibility and expense in money and men.

He dilated upon the fact that 'he extent of our trade in China gives us a special claim to prevent ber pursuing a policy that would discourage trade, and added : “But the deepert iraditions of our policy preclude us from using any trading privileges asa weapon to exclude our rivals. If we ask freedom of trade it ie not for England alone, but for the whole world.”

The Tucker Eilis party practically gave up the fizht before the vote, and only put up two or three candidates, who were ignominiously voted down.

Michael McDade is elected president of the Associatiou, and nearly all of last year’s oificers have been turged out.
