This will be by far the most important meeting in the history of the institution. as vital matters are to be decided upon. The Trustees will submit three propositions which; have received their careful attentionl during the past year. '

Be- ing fully acquainted with the cir- cumstances under which the con- tract was let. and knowing the dif- ficulties of the contractor and the money he lost, I thought it only fair that I should make this statement. The contractor had to put up his cheque with the department. and he lost the greater part of it. I-Ie at- tempted to carry out the work in good faith. but through no fault of his. and owing entirely to circum- stances over which he had no con- trol. he was not able to carry on the work. l
