with regard to these recommenda- tions, it is reputedly going ahead much more briskly in planning its new department of industry, which will involve the staffing of some 300 top jobs at. salaries in the $12.. GOO-a ear to $17.000-a-yt-ar class.

The initial salary bill for top executives alone in this department is going to come close to $4,000,000 ll year. if the usual course of or. ganization is followed, an equal amount or more will be needed to ]‘it\‘ salaries in the lower echelons. This means that. to break even, the dopartmeni will have to create lit least $3,000,000 worth of new in- dustrial actii ty each year.

Taking a hard look at this pro- position. the Winnipeg Free Press figures. on the basis of un idlistry‘s annual pre-tox return lit about 10 per cent of its investment, that the new department will have to create something like $100,000,000 in new investment each year just to pay for itself. That amount is close to l0 per cent of the total annual in- vestment msde in Canadian indus- tries ln recent years. The first 300 executives. however. are only the start. The departments hopes to double that number in time.

Allin all. the new men of the de- partment of industry are going to have to produce some pretty sub- stantial results to earn their keep. Wouldn't it be wise, in the circum- stances, for the Government to give it little more attention to making offsetting economies elsewhere— sllch as those about which the Glassco commission was so much concerned? Or is it true, after nil, that the sky is rel-lily thatched with pancakes. that we can out our cake and have it. and that extravagance doesn‘t matter so long as we call it by some other name?
