The Afghan War in Parliament.

POLICY BY AN OVERWHELMING VOTE,

Mr. Gladstone pointed out the probability that the Ameer would flee instead of sub- mitting, in which case the Government would be placed in the dilemma of having to occupy the country. He declared that official correspondence concerning Afghan- istan contained gross mis-statements of facts involving unprecedentedly reckless negligence. He directly challenged several statements of the Viceroy concerning the Peshawur conference, on which the Govern- ment based the charge of hostility against the Ameer. He quoted from the des- patches of Sir Lewis Pelly the words of the Afghan Envoy in support of his assertions. He showed that Lord Lytton, in re- markable contrast with the Govern- ment’s alleged respect for the treaties, had at Peshawur disavowed certain promises of protection made by Lords Only when these promises were annulled and every token of amity withdrawn had the Ameer unwilling- ly accepted the Russian mission. The Gov- ernmant’s acceptance of Russia’s transparent excuses enabled Russia to send a mission to Cabul whenever she chose. He compared the new aggressive policy, of which the Ameer is the victim, with that which led to the Afghan war. He prayed God to avert the melancholy omen, and hoped that dif- ferent Viceroys, if not different Govern- ments, would undo the present evil work. Even if the country endorsed it, it was the solemn duty of those who believed that truth and justice were the only true foun- dations of policy to record their protest. When Gladstone concluded there was _pro- longed cheering. After several minor party speeches Lord George Hamilton replied to Gladstone, urging that the frontier relations were getting worse every year, and would have resulte’ in war with Russia unless the Government assumed a determined attitude. We should be in constant danger from Rus- sia until a British resident was placed in Herat. The debate was adjourned until Thursday. In the Lords, the debate on Viscount Halifax’s motion censuring the Afghan policy was continued till a late hour, and ended in the rejection of the motion— 201 to 65. After the House rejected Hali- fax’s amendment censuring the Government, Lord Cranbrook’s resolution that the ex- penses of the Afghan war be defrayed from the Indian revenues was adopted.

Tue Ostorne Triat.—The Moncton TJ'imes says:—Mr. Falmer closed his address on be- half of the prisoners yesterday afternoon at 2 .m. Mr. Tuck commenced for the Crown at 3, speaking up to6. Mr. Tuck will prob- ably close to-day if not this morning, when the Judge will address the Jury, probably also closing to-day, and a verdict may be obtained to-night or to-morrow morning. Outside opinion has undergone perhaps a litle change since the close of the last trial, and consider able since the commencement of this one, but of course this will have no effect on the minds of the jurymen, who may be expected to give an unbiassed verdict according to their con- victions. The present trial has not proved nearly so lengthy as the July trial, in which more than thirty days were consumed. This

The Kensington Meeting, AGITATION IV THE COUNTY.

The meeting last night was a great suc- cuss. About three hundred persons were present.

Speeches were delivered by Campbell, Rogers, McNeill, Ross and others.

Mr. Campbell made an able speech, in which he proved, beyond a doubt, the in- competency and corruption of the ‘ Rump” Government.

A resolution condemning the Davies Goy- ernment and calling for their immediate resignation passed with only four dissenting voices, two of these being from Queen’s County.
