Kelley, vice-president and gen- eral manager, estimated the mun- bcr of pits operated by bootleggers at 4,500, many of which were in the vicinity oi active mines and endangered the lives of men and animals in the large collieries. Heavy damage already had been ‘ in the surface areas.

| When one of the bootleg pits was ‘flooded recently it nearly caused the flooding of an active colliery. In another case a woods fire broke out near one of the pits. Several burning timbers dropped into the opening setting fire to c. seam of coal and threatening the nearby oolliery.

Italy To Base Tax On Scale Of Living

ROME, Sept. 27—The I-‘acist coun- cil of ministers has just loaded still another bale of straws to the staggering load on the beck of the Italian taxpayer. g

Hereafter, in determining ' in- comes subject to a supertax (which is levied on all incomes above 8150 a year), the authorities are dir- ected to consider not only the data which they can collect on the am- ount of money a man makes, but also on the scale on which he lives. For example, if Tlzio spends $10,- 000 a year, he will have to pay an income to: thereon even if the gov- ernment is only able to prove that he has an income of 85,000.

This drastic expedient is one of the measures the Fscist govern- ment is taking to support the bud- get, which, unlike those of other countries, is even larger this yesr than last.
