THE PICQUART AFFAIR.

Minister of War Refuses to Inter-

vene.. Paris, Nov. 29.—The minister of war, M. DeFreycinet, in toe Chamber of

Deputies yesterday, refused to intervene inthe Picquart atfair and the house ap- proved the governmenat’s declaration re- garding the eeparation of military aad civil powers by a vote of 437 to 73.

A Radical deputy, M. Boss, opened the discussion. He said that while there had been some honesty in the Dreyfus prosecution there had been nothiog but dishonesty in the Picquart affair. These remarks caused an uproar.

M. Boss detailed the history of the Picquart “persecution,” recalling Col, Picquart *s exile to Tunis, and asked the minister of war, M. DeFreycinet, why he had permitted a court martial to be sum- moned for Dec. 12.

The deputy also accused Gen Zurlinden,

the military governor of Paris, who, he explained, had promised a revision of the case, with having breken his word. This caused another uproar.

Monrreat, Nov. 29.—Canadiau cheese shipn ents for the past season amounted to 1.900.000 boxes, at a cost value of $12, 065,000, as compared with 2,102,985 boxes at acost value of $14,195,000, in 1897, a a decrease of 13} per cent. The decrease is attributed to lower prices and to the greater altention devoted to batter-making,

in which the margin for increase is consid- erably greater. The season has thus ben a poor one for the producers. The factory~ mew, it is estimated, will be $2,000,000 out of pocket as a result of their labors since last epring.

Paris, Nov 29—The document present- ing the acceptance by Spain of the United States’ conditions for the cession of Porto Rico, Guam and the Philippines contained only 300 words. It opened with a reference to the final terms of the United States, and eaid that the Spanish com missioners, after having taken cognizance of the terms pro- posed by the Americans, replied that their Government had tried to give as equitable an answer as possible, but that they were not prepared to commit their government

Buffalo rot Extinct.

Wixniekc, Man., Nov. 27.—Three of the old plain buffalo have been sen in the Swan River district by a setter. The district lies between Duck and Porcupine mountains, and is just being opened up by the Dauphin railway. It is thought that more of these animais sre to be found in the lower reaches of the Saskaichewan valley, where the fauus of the country bas been free from moiestation up to the pre- sent.
