Promised Tax Reduction

The Jones Government's promise to redpce taxation by abolishing land and road taxes is a little belated. A tax reduction promise ap- peared in the Speech from the Throne last ses- sion, but it didn't materialize. Worth recalling in this connection is the following discussion which took place an April 9 last on a ‘bill im- posing licenses and other fees on certain corp- orations and persons:

Hon. Dr. MacMillan: "l would ask the promoter: ls there any legislation coming be- fore the House to reduce taxation?" _

Hon. Mr. Hughes: "lnsofar as this Prov- inca is concerned there is no personal income tax proposed." _

Hon. Dr. MocMillan: "Have we any bills before the House giving us reduction of tox- otion?" _ _

Hon. Mr. Hughes: "We have no bills im- posing an increase of taxation."

Dr. MacMillan: "l om not asking about in- creases, l am asking aboutlreductions.‘ _

Mr. Hughes: "We cont reduce a tax if we don't impose it."

Dr. MacMillan: "l must ask_the_ hon. pro- moter again: Have we onyulegislation before this House reducing taxation? _ _

Mr. Hughes: "The hon. gentleman is guite well qualified to hunt that up for himself. _

Dr. MacMillan: "Then the inference is that that part of the Governor's Speech promis- ing reduction in taxation, is not correct?"

Mr. Hughes: "You can make any infer- ence you wish." _

Dr. MocMillan: "That is the only infer- ence to draw, in view of my hon. friend's ans- wers."

Section ll of the Speech from the Throne was very specific on this point, but something evidently went wrong. Instead of reduced taxes there were increases in the form of a 5 pcr cent corporation tax, an extra 3 cents provin- cial gasoline tax, and numerous other taxes in the form of fees and licenses. Was it decided to hold over tax reduction as election bait? Tliis would appear to be the case. lf so, the electors may well ask themselves whether a promise in on election manifesto is likely to be any more binding on a Liberal Government than its own forecast of legislation, put into the mouth of His Majesty's representative of the opening of thc Legislature?

Mr. liardlnefls Proposal

Commenting on Mr. Gardiner's suggestion that the farmers of Prince Edward _lsland solve their own hog-raising problem by growing all the feed they might require on their own forms, the Sydney Post-Record says:

"This might be excellent advice if the Island farmers were in the happy position of being able to feed their hogs now with groin they might grow a year hence. The trouble is that the fate of the Island's hog-raising indus- try is rfbw hanging in the balance, that un-

lishers or the friends of their publishers like, play down what they dislike.

"A paragraph left out through the technical exigencies of last-minute make-up, a reporter's accidental omission armisspelling of o name, I sub-editor's misjudgment in writing a head-line will often be attributed to deep editorial de- sign instead of to human or mechanical frailty.

There are no government, advertisers, or pressure groups influencing editorial policy.’ ."Every newspaperman connected with a re- sponsible newspaper knows this to be true: knows that while newspapers make mistakes-news- papermen are far more aware of them than the public—the conception of newspaper pub- lishe-s and editors taking orders from adver- tisers and financial bosses is the height of fan- tasy, on all fours with Communist and Social- is‘ jargon about the 'hidden hand of pluto- cracy’.

"ln what does the freedom of the press con- sist?" asked the British questionnaire. Answer- ed the Times: \

"The freedom of the press consists in on unfettered right to give within the limitations imposed by the low a full service of news and to offer comment upon it.

"This freedom has been justly described as a right not so much of the newspaper as of the public."

"ln this last paragraph is the heart of the thing. The freedom of thc press was not won for the sake af the press; it was won for the sake of the people. For the sake of the people, ncl for the sake of any newspaper, and least of all for the sakc of thc profits of some newspaper publisher, must it be retained."

In the year 1850 Hon. William I-l. Pope obtained from the Legis- lature e. charter conferring the‘ right. to operate an electric tele- ' graph in this Island by means of a company. But before the opera- tions were begun by this company, lis charter was purchased by o company named the Newfoundland . and Prince Edward Island Elec- tric Telegraph Company.
