Li Huag 'Chang found that he was unable to attend the meeting of the ministers, and his credentials and those of Prince Ching were presented by the latter to the foreign envoys. Prince Ching replying to the Spanish ninis- ter, Senor B. J. DeCologan, who presented the note, said he would immediately communicate its tents to the emperor, and assured the ministers that a speedy reply was the desireof the court, as it felt that all China wants peace and
