WHAT IT WOULD SEE !

Remarking upon a statement of the London Advertiser, the Montreal Star say

The journal, whether it be one of the loud professions ol the Advertiser or not, which sees nothing discreditable ina re quest to“hug the machine,” would possi bly see as little harm in that other mem orabie invitation to “Come along, Jobo, and help us put down bribery and corrup tion; we have lota of money.”

“It would see only glory in the battle cry to make a “Big Push.”

“Tt would justify the attempt once made to “mesmerize the electors.”

“It would testify ihat, very properly, “elections are not made by prayers.”

“It would believe that the Lincoln Libes ral candidate’s memoranda,in whivh the outlay for purchasing votes was put down as “missionary expeutes,” showed a high ly creditable anxiety to spreed the gospe!.

“I: would agree that the Liberal injunc- tion to “poll the vote,” to ron in persona- tore and pluggere in order to realize Sir Wilfrid’s ideal of an hones; expression of the public will, «as the Liberal conception of “elevating the standard of public moral ity.”

“It would seein every wearer ofa title a “Democrat tothe bilt,’—if he was a Liberal.

“It would applaud Mr. Blair's peculiar recourse to the “rescurces of civilization” as an embodiment of that particular plank in the Ottawa platform which denounced bribery and corruption.

“lt would see nocrime in Mr. Hardy’s threat of “cold justice” being done a cons stituency which did not return » Liberal mem ber.

It would gladly rejoice in the fulfilment of the promise of Mr. Tarte to “ Wait un- til you see us next year,” asa full and honest determination to carry out that other Ottawa platform plank which pledged the party to retreochment and economy.

It would see in the slogan “ a Brockville man is good enough for Brockville,” the quintessence of a broader national spirit than hg erer been.

It would see in “the whole army of workers” who stole ballots and plugged votes and personated scores of electors, who committed crimes on a gigantic scale that was hitherto unknown, a band of honest and earnest patriots unimated onl y by a desire for their country’s zeal.

It would sold that “ pige’ feet aud beer,” are more potent and more laudable argu- ments in its own town than appeals to men’s reason ard principles.

It would see no guile in a systematic organized body of Government employes invading a constinuency te detauch it and thwart the public will.

A paper that would do these things, would, too, insistmas the Advertiser does that the Liberal leaders have practiced economy when they have indniged in reckless extravagance, that they are em- blems of purity when tbey are merely sign- posts of scandale and deal-. that they are redeeming their pledges when they are deliberately breaking them, acd that the machine itselt is the grandest type of Lib- eral statesmanebip.

All Imported Cattle Should Have Clean Bill of Health.

Bir,—A writer in your issue of July 19:h signing himself “Stockman,” addre-ses an open letter to cattle owners of P. E. Island, in which he takes etrong grounds against the enforcement of the act of last session passed with a view Sf stamping out of tubercolosis in cattle. We would judge from ‘“‘Stockman’s” leiter tbat he isa breeder ef stock which he wishes te find a market for in the other Provinces of the Dominien ; and we fear that it is fear of retaliation by other provinces, and the consequent expenee of inspection § that makes him denounce 80 vigorously the “vets” who are the officers to cee that the law is enforced. We are in ful! sympathy with any measures that will prevent fur- ther contagion and stamp out the disease already existing, and we believe that the thorough examination of al) catile brought here by a competent person who will certify that they are free from tuberculosis, if he finds them so after a rigid examina. tion, is the only eafeguard the people can have.

Certainly if I wanted to import a bull to head a herd that I was desirous of improving. I should insist on a certificate that he was free from disease signed by a qualified inspector. If I did not I might get an animal that would destroy my herd instead of improving it. Butif another person should be engaged in importing cattle for breeding purposes that he would sell on arrival to the farmers be might not look at itin the same way,and to avoid the expense would not get them inspected. Then, I am liable to have my herd inflict~ ed by contact with the cattle of his im- portation.

“Stockman’s” reference tothe increase of tubercolosis in Denmark, if it be true, is to be accounted for largely by the great increase in dairy cattle and the conditions under which they have tobe kept. The intensive system of farmiag, whick hae been eo largely adopted in such countries as Denmark, Holland and in England necessitates keeping cattle housed almost all the year. This housing of cattle in not well ventilated stables, depriving them of eunshine and exercise is a great means of spreading the disease.

One animal may iufect dozens this way.

| think that if the cattle owrors of the Islacd should meet, as suggested by Stockman, it should be in defence of their

| own rights, and in defence of the rights of every person who consumes the products of our herds, whether it be meat, milk, butter or curds. We all, whether we are cattle owners, mechanics, professional | men or laborer, bare the right io know that our foed is wholesome, and that it will not convey the germs of disease to

us. The intelligent progressive stock- men of thie country will demand aclear bill of health with every animal they import for breeding purposes, and as we do not import cattle for feeding and in my Opinion ought never to need to, I don’t think the expense of inspection will be very heavy on us.

I noticed thatin the discussion in the House of Commons, Sir Charles Tupper and all others who spoke on the subject, and many of them were acientific men, were in favor of every precaution to pre- vent the spread cf this dangerous disease ; and any censure that the Minister ot Agri- eniture received was for lack of more vigorous effort on his part to stamp it out; some going so far as to suggest com pensa~ tion to Gwners in sOme Cases,

4s weare increasing our herds, especially ot dairy cattle, on this Island, we should endeavour to build them up upon a healthy foundation, so that wur dairy business should be profitable as it extends, and also not to be a menace to the public health.
