I. Foolish Complaint

The leaders of all three parties opposing the Government in the cur- rent election campaign are contin- uing their criticism of the Prime Minister for calling an election at this time. They all claim it was un- necessary.

‘,_As far as Mr. Coldwell and Mr. Low a'r.e concerned, they may be sincere enough in voicing this com- plaint. _Neither had anything to gain or lose by a dissolution of Par- liament, since neither has the sight- est ’. chance. of being called upon to form. a -Government. Mr. Pears'on’s complaint is, however, another mat- ter‘and it is difficult to see in it _any- thing except political foolery.

So long as Mr. St. Laurent led the-"Liberal opposition in Parliament, the"Government was reasonably sec- ure. At the outset that gentleman had said that his party‘ would not trybto defeat the Government so long as the Prime Minister made an

honest effort to carryout his’elec-'

tion promises; and he kept his word. If he had remained as opposition leader, it is probable that the elec-- tion wouldhave been deferred to a better time of the year; the Govern- ment might even have put in a full

Laurent’s commitment was no lon- ger binding and that the Liberals

This left the Prime Minister no

alternative to calling an election. He would have been a very poor pol- itican indeed if he had allowed Mr. Pearson- to pick thedate; and what-

Sober Second‘ Thoughts

One ‘question g resulting from the U.S. Government’s decision to encourage cuts in‘ the imports of Canadian oil in the West Coast area is receiving close "scrutiny in the American press. This is the defense angle. Close cooperation between Canada and the United States is of primary interest to both countries. This is already being achieved in re- gard to the fighting forces.,_It'is just as important in regard to the esscn-

restriction at this particular time that is the most disturbing thing. It is, rather, the prospect that other restrictions may be expected, per- haps with greater severity. The im- position of such. restrictions pauses psychological as well as ecdnomic damage. They increase the risk in developing new Canadian oil sources wdevelopment that must, in the long run, be one of the great sources of continental defence.

The Journal of Commerce puts it this way: “The Canadians'know that import quotas, like excise taxes, have a way of sticking long after the original reason for them is for- gotten. They fear there may be more to come.” The same point is made by the Washington Daily News: “Canadian oil helps rather than hurts defence. If we insist on cut- ting down these oil imports, which after all, are not large in relation’ to imports from non-contiguous countries, we will hurt ourselves and unnecessarily damage our neighbor and best customer.” '

The ‘explanation that this move is essential for U.S. interests, is evidently one that many citizens of the United States, like many citizens of Canada, do not regard

_ as logically convincing.

Voting Restrictions

Under the Canada Elections Act many Canadians find themselves de- prived of a vote by circumstances beyond their control, and quite na- turally they often become indignant. A case in point—a mass example— is cited in the Ottawa newspapers. It is that of 3,500 wives of men in

from Germany on rotation not long ago. In Germany,‘ voting regulations

~ for the Canadian forces would have I A permitted them to cast their ballots.

‘But on return to Canada they have no more rights than other civilians. Theirprotests will evoke sympathy, but no remedy is now available.

All depends, in the cases of those absent from the country during the year before an election, on the interpretation .of “ordinarily.”“If the would-be voter had rented the house where he was ordinarily resident, and recovers it before t-he poll, he might qualify.

Liberal Leader Pearson says he doubts whether thesources of elec- tion campaign funds can ever be fully brought into the open “because many people would be reluctant to make contributions to political par- ties if every contribution came un- der the public eye”. So much the better. Any contribution that can- not bear public scrutiny probably has something unsavoury about it.

There are 15 Canadian delegates, headed by the high commissioner in. London, Hon. George A. Drew, at the United Nations conference on the law of the sea which opened in Geneva on Monday. It is expected to last for several weeks. The strength of the Canadian delegation is in- dicative of the importance attached to the conference, the first to be held on maritime laws for many years.

Probably the most important re- solution passed by the Canadian Conference on Education in Ottawa last week was that which prescribed higher standards for primary schoolv teachers. It was estimated that some 9,000 teachers in Canada do not have the proper qualification to teach the classes they do. Several speakers condemned the “short cour- ses” they are obliged to give teachers today and declared that the aim of Canadian education should be a four-year degree course after high school for all teachers.

DONALD MacDONALD AN ISLAND LEGEND

Sir,—The name of Donald Mac- Donald has come to be a legend on Prince Edward Island. This month In a rk s the ninety-first year of his death. Beneath the marble shaft which marks his grave in the cemetery at Or- well are these words, “And they that be wise shall shine a-s the brightness of the firmament; and they that turn many to righteous- /ness as the stars’ for ever and ever’’ (Daniel 12:3). of righteousness, that is the right- eousness of God in Christ. When Donald landed on Abeg- weit in 1826 he was a stranger to grace, even though an or- dained missionary of the Church of Scotland. John Murray in’l1is “H i s to r y of the Presbyterian Church in Cape Breton” tells us, “It would appear that he left Scotland without credentials from the Presbytery of Abertarf on ac- count of excessive indulgence in alcoholic liquors and that he nev- er obtained such credentials.” The Cape Breton spiritual giant, Norman 'MacLeod, had much in common with him. Norman left Scotland estranged from the es- tablished c h u r c h ‘and never, sought reconciliation with-her. He v laboured as an independent, though-rat heart a true Presby- terian. Donald's labour were largely to be those of an independent, though at heart a thorough Calvinst ‘and

follower of the reformed church. ’

After arriving on the red «shores of this Island, he exper- ienced the great spiritual change that Jesus spoke to Nicodemus about as the birth from above, and henceforth he was to be ano- ther man. From that time on he preached in the power of the spir- it and saw the results of the work of the spirit.

MacPhail remarks: “He preach- ed publicly, and from house to house with great acceptance; and the Lord of the harvest fol- lowed his preaching with such Di- vine Power that in 1829-1830 a great revival began, many being awakened and turned ‘from dark- ness to light, and from the power of Satan unto God,’ so that his memory is still revered by thou- sands who knew him as the hon- oured instrument under God of their salvation.” .

Norman MacLeod had all the ‘qualities of leadership of a high- land chief. He not only led con- gregations, but he led emigra- tions. At St. Anne’s, Murray goes on to say, “he was their pastor, preacher and teacher. He was al- so a Justice of the Peace, and he took good care that all known vio- lations of the civil law were duly proven and punished. He was scathing in his denunciation of sin and sinners. He was a terror to evil doers and equally V a praise to them that did well. Un- der his patriarchal administration St. Anne's was distinguished for intelligence, rectitude and sobri- ety.”

Donald MacDonald was simi- larly invested. MacPhail quotes from Principal Leitch who in 1868 wrote after the meeting of the 1858 Maritime Synod in Charlotte- town.’ "He would take no reward for his labours, except the primi. “Y9 hospifality of the people. Donald saw two fires of reviv- al born under his fervent preach- ing of redemptive love and grace. The first we have already noted and the second came in 1860. In both of these there were manifes- tations of psychic phenomena and operations of bodily motions. This was nothing untoward, however,

The Canada Medal

Ottawa: The proposal to intro- duce a “Canada Medal” was re- cently discussed in this space.

The history of our first distinc- tive medal has so far been mei- ther short nor sweet. The Right Hon. W. L. Mackenzie King an- nounced in 1943 that he was in- troducing this new medal. But it was still-born.

Mr. Mackenzie King reminded us of it again in 1945, and eight specimens of it were actually manufactured by the Royal Can- adian Mint here in Ottawa. Four of these historic souvenirs disap- peared, apparently misappropri- ated by light-fingered gentry, per- haps in very high office. The remaining four are still in the custody of government authori- ties. No award of the Canada Me- dal has ever been made.

' On 17th October, 1943, Prime Minister Mackenzie King made this announcement:

“I have pleasure in announcing the approval by His Majesty the King of a recommendation by the government of Canada for the institution of a distinctly Canad- ian medal to _be known as “The Canada Medal.”

“Suitable /recognition of meri- torious service above and beyond the faithful performance of du- ties, by citizens of Canada, whe- ther as civilians or as members of the armed forces orthe mer- chant. navy, is desirable. The

Mr. King’: statement went on to say that “The medal approv- ed is silver and circular in form; It bears on the obverse the crown ed effigy of the Sovereign and on the reverse the arms of Can-' ada and the word "CANADA."’ The word “MERIT” (“MERITE’) is inscribed on a bar attached to the- mount of the medal. i

of red, white and red, and it is to be worn immediately after the British Empire Medal and be- fore war medals. '

The award of the medal -will not confer any individual prece- dence, but the recipients will be entitled to add the lettens “C.M." after their names in the case of English-speaking recipients and du C.” in the case of French- speaking recipients.”

That made it appear that the introduction of the Canada Med- alwas imminent. But nothing more was heard of. it until ‘two years later, when on 28th Decem- ber 1945, Prime Minister Macken- zie King made a statement "re- garding civilian honours and a- wards for Canadians.

After discussing the need to re- cpgnize “patriotic and devoted effort” on the_ part of Canadians in all walks ‘of life during the war, Mr King added: PROPOSED ORDER.

“Attention was also drawn to the fact that authority had been given for the establishment of a Canada Medal and to suggestions which had been made from time to time for the establishment of a distinctive Canadian Order.

“These questions have again been under review by the gov- vermnent. The government’s inten- tions with respect to the award‘ of the Canada Medal and the es- tablishment of a distinctive Can- adian Order will be announced in

That was the last word. Mr. Mackenzie King, and his succes-

’ sor, Mr. St. Laurent, held the of-

fice of Prime Minister of Canada for nearly twelve more years. But “due'course” never came. The void caused in our nation- al life by the lack of a distinc- tive Canadian medal is not large, but it is significant. The effort needed to launch a medal, which is already fully designed and ap- proved, is not large either. It is to be hoped that our government, of whatever party, will soon de- cide to act on this old piece of unfurnished Liberal business.

His two outstanding meeting places were Orwell in the east and Desahle in the west. The buildings still remaining speak of c r o w d e d sacrament Sabbaths when services would go on for hours and the whole event marks days on end. As quoted in the Halifax Presbyterian Witness, of July 10, 1858, Donald, speaking at the Maritime Synod, testified, “The great revival of religion ( for I do not hesitate to call it) under my ministry was grievously misunderstood and I was calum- niated, but there are a thousand converts on this Island today who can give a satisfactory account of the work of the spirit in their hearts. '. . There are now be- tween 4,000 and 5,000 people un- der my ministry.”

Noble soul and spirit-filled evan- gelist, he breathed his last at Southport, February 22, 1867. On a cold day he was laid to rest at Orwell, the Rev. Duncan of the Charlottetown Kirk preaching the funeral sermon. The Summer- side Journal reported, “We learn that his funeral procession, which left Southport on Monday last, for Orwell — where he was interred —- was very large, there being over three hundred and fifty sleighs.”
