Returned Canadian soldiers, and others, no doubt will be interested in reading the following statement (from the Daily Telegraph) describing the South Afrcan war medal.

Notwithstanding statements to the contrary, the ribbon and medal recog- nizing the services of ourtroops in South Africa will be issued toz ther, not separately, shortly after the termin- ation of the war. Thatis the usual course, and the War Office has evcry intention to follow precedent on the present occassion, As soon as peace is declared, an Army Order will be promulgated, aud a month or six weeks sater the coveted award will be ready for distribution. Itis hoped that cir- cumstances will allow the presentation to be madeby Her Majesty the Queen at a_review of picked men represent- ing all the regiments that have been fighting at the front. With regard to both the ribbon and the medal, most of the published descriptions are ex- tremely wide of the mark.

The ribbon which has_ been chosen is one inch and a quarter broad, and divided ,into five horizontal strpes. The broadest stripe in the centre is not khaki colour, as has been stated, buta rich bright orange, having on either side a narrow stripe of navy blue, edging witha wider stripe of red.

Absolutely erroneous is the an nouncemen: that the medal is in the form of a five-pointed star, correspond- ing in size with the Khedival Star of 1882, and having a golden centre, up- on which ts graven a head of the Sovereign, surrounded by a ring of bronze, the points of the star being silver. If sucha design was ever in contemplation it was speedily abandon- ed by the military authorities, the step being probably accelerated by the ac- tion of Sir Redvers 3uller, who wrote home and representei! how keenly the soldiers were disappointed at the pros-

A despatch from United States Min- ister Conger intimates that the allied troops intended to march through the Imperial palace, situated in the sacred city of Pekin. Like the German march through Paris, in 1871, this pro- ceeding does not seem necessary to @i& the vanquished know they were beaten. It may have a good effect, all the same, if it tends to remove from the offical Chinese mind the idea that the foreign devil does not know hew to return an insult and cannot do it when he feels inclined.

There are some signsin the prese that the return of the soldiers from South Africa will be followed by an outflow of criticism of tbe officers from Lieut.-Col. Otter down that will be anything but pleasing- One paper makes the remark that the personnel of the corps igysuch that an intelligent private will bé as readily believed as an intelligent officer. Already we have had privates, criticsms of the officers supported by reported made by privates of the British regi- memts as to what they thought of the way the colonials were treated, and so on. ‘lhe circumstances under which the contingents were organized made it certain that there woula be room for fault-finding. Many of the officers were experienced; many of the men were green. ‘The former did not un derstand all their duties; the latter were not in a position to know when their officers were actirg wisley or otherwise. The drilling the men re- ceived, and against which some of them have complained, was in all like- hood necessary for their discipline and instruction for the work they were sent to do. And so through all the list of complaint or grievence. It is easy guessing that Lord Rob- erts will be Lord Wolseley’s successor in the command of the British army. When it became known that the Duke of Cambridge was to give up the post he had held so long, there were many who thought Lord Roberts the best to succeed him. He was just home from Indic where he won his early fame, an 'had more of the characteristics of a popular hero than Lord Wolseley, who divided with him the first claim to the position. Lord Wolseley was selected, however, andthe great army that was despatched to Africa forthis war is evidence of the capacity of the depart- ment he is head of. Now that it is his turn to retire itis naturalto look on Lord Roberts as the man to take his place. ‘The war now closing has add- ed to his reputation and left him with- out a rival.
