The House met at eleven o'clock this fore- noon, when Mr. Rogere resumed the debate on the address. He dealt with the trade question at some length and gave figuree showing the great difference in the quantity of certain artieles sent to the old country as compared with the quantity of the same articles sent to that ‘‘great natural market of 65 000,000,” the United States. He pointed out the great disparity there was in the value of exporta seat to the Knglish market and the value of those sent to the United States mar- ket, showing a difference in favor of the former-of $14,000,000. Unrestricted recipro- city, the policy of the Grit party, he said meant uothing more nor jess than ultimate annexation, He thought the reference in the speech to the death of the Duke of Clarence Was appropriate, and it would be well that this Houte shonid pass a resolution of condolence with Hes Majesty the Queen in her bereave- ment.
Mr. Bell followed. He referred, in open- ing, to a statement of Prof. Harcourt to the effect that the McKinley tariff was not an unmixed evil to the ple of this province. inasmuch as it would cause them to go more fully inte stock-raising in the future than they had in the past, and said there was nothing in the statemeut that was in- consistent with the tea hings of the Liberal party, as the leader of the Opposition had said, Then he took up the de rease in the population as shown by the census, and also touched upon the question of taxation, object- ing to a statement made by a member of the Opposition that taxation had not increased under the Conservative administration, claiming that we now paid into the Treasury three times more than we paid when we entered into the Con- federation. The late Government, he said, was entitled to the thanks of the farming community for establishing a chair of agri- culture in the Prince of Wales College, and the present administration was also deserving of thanks for following in their fuotsteps. He thought, however, that it would be well to give tue sons of tarmers practical as well as theoretical instruction in scientific farming. He then dealt with the advantages that would be derived from the estab'ishment of the proposed ‘‘perambulat- dairy,” and thought that an experimental farm for the Province should also be established. Proceeding, he considered the Land Office policy, and ssid he hoped the staternent made that compound interest was not now exacted from the tenants in arrears was true. He challenged the Leader of the Opposition to prove the statement made by him that it cost 50 per cent. of the people's money to collec: the arrears due the ottice. If he was not able to prove what he said he should retract the statement. The prop sed ehanges in the Legislature had not yet been properly defined, and it would be idle for him to say anything on that subject now. The subjects of dairying and the management of the Stock Farm he had already referred to, and he would net say anything further abont therm now.
Mr. Shaw said he agreed with a previous speaker as to the ability of Prof. Har- court, and said he had no doubt but that gentleman’s labors would be beneficial to the farmers. He agreed with Prof. Harcourt’s statement that the McKinley Bill would prove a blessing instead of a draw-back to the farmers of this country, as it would eventually result in a change in the system of farming; and owing to the changes iu the soil in recent years a change in this re- spect was now looked upon by some as very necessary. Then Mr. Shaw took up the alleged increase in taxation, referring par- ticularly to the statements of the previous speaker and pointing out where he was astray iu his asserticns and wrong in his calculations. With referenca tu the col- lecting of compound intereat at the Land Office he said he hoped the Government would not exact it trom one individual while they did not exact it from others. He thought, however, that before the ses- tion was over the Opposition would be able to show that favoritism had been shown in this respect. In his opinion the Legis- lature should have been summoned to meet at an earlier period, instead of being called at a time that was unfavorable to the farm- er—when the spring work was commenc- ing. He felt sure that everyone was thank- ful fer the bounuful harvest which last year rewarded the labors of the husbandman ; and was glad that a message of condvleuce had been transmitted to Her Majesty the Queen in reference to the death of the Duke of Clarence and Avondale. He had ao doubt but that the paragraph in the speech in reference to the satisfaction of the Government at the result of their land office policy expressed the feelings of the administration. They did not care to what straits the poor farmers were put in order to get the money to pay up, or what priva- tions they had to undergo so long as they got their ** pound of flesh.” But the poor farmers were not at all satisfied with the Government's policy and would tell them so in no uncertain tones at the very first opportunity. He did not know what shape it was intended to assume, but if nothing more was done this season than was done last it would be as well to leave the matter severely alone, and not take up the time of the House with it this year. Then he took up the matter of the management of the Stuck Farm by the Government, and showed that while on the floor of the House it was stated that the shorthorn cattle on the Farm had been weeded out, because they were of inferior blood, these very same shorthorns had been sold to the far- mers in King’s County and pedigrees given with them! Thia action on the part of the

The present Government, when in oppesicion, opposed the appointing of Prof. Shuttleworth to the chair of agriculture in Prince of Wales College, but after that gentleman’s departure the present adminis- tration app inted a successor to him in the person of Prof. Harcourt. This was the only thing done by the Peters Government that was deserving of commendation, and in doing it they were merely carrying out the policy of their predecessors. Proceed- ing, he censured the Government for not pressing our claims upon the Dominion Government, instead of peddling deben- tures about the neighboring provinces and trailing the credit of the country in the dust. When the present Govegnment was im opposition they were loud in their con- demnation of the government of the day for not properly pressing our claims upon the Dominion, asserting that if they held the reins they would do this work much more effectually. Now, however, that they are in power, instead of keeping their pro- mise they are rolling up a permanent pub- lic debt—not providing the necessary means for making revenue and expenditure mee . } House adjourned at one o'clock.

Mr. Shaw proceeded to show that the professions and practices of the government party im respect to improved facilities for the Suvthport Ferry, or the bridging of tha Hillsborough, were very different He quoted the words of Mr. Peters, Mr. Mc- Donald and others whenin opposition, show- ing that the bridging of the Hillsborough wasatthat times plank inthe policy of the Opposition. But the Government has been dumb about the matter now that, having captured the votes of the electors they are in office N» greater facilities have been afforded. Nor even a waiting room has been supplied on this side of the river. In respect to this matter, che Government began in hypocrisy and ended in treachery. Mr. Shaw then referred to the proposed improvements in respect to dairying. He said that he agreed with Professor Har- court that the McKinley Tariff would prove to be a blessing to our farmers. The re- sult of improved dairying in QOatario has been most successful. The cattle there were never purer bred or betser than they are at present. But the only breeds there are Shorthorn and Ayrshire.
