Bap Warer.—The water supplied yester- day by the Water Commissioners was of a greenish tinge. It had remained stagnant in the reservoir for days or weeks, until it be- came a little better than ditch water Then it was supplied to the Commissioners’ cus- tomers.

Diep at Sea.—Capt. H. Hobbs, of the tug William Aitken, reports that, while towing the dredge Prince Edward from Charlottetown to Rustico, fireman Daniel Hogan was taken ill on Friday, Ych inst., at 9 o'clock, a. m., shortly after coming on duty. Every remedy available was used; out he died at three p.m., after suffering intense agony. Captain Doyle, who was notified early, promptly sent medicines and men. Deceased was employed by Batt Bros. for a number of years. Up to the time of his death, he was in excellent health and spirits. The tug, with his body, arrived about ten o'clock on Saturday even- ing, and the body was taken to his resid- ence on Rochford Street. The funeral took place yesterday from St. Junstan’s Catheral, and was well attended.

Sad Drowning Accident.

Ar ten minutes to six o'clock on Satur- day evening last, while Frederick Woods, aged about thirteen, in company with a number of other boys, was learning to swim, off the railway wharf, he suddenly became alarmed or touk a cramp, and, before any help could be obtained, he was drowned. The facts of the case are stated as follows : Freddie was learning to swim. In the company of Harry Lappin and John Skinner, he started for the wharf to make the attempt to swim back. The chosen place was where the dredge had dug the dock out, leaving a bank on the other side. The idea of the boys was to swim across the hole, rest and come back again. They swam across and the other two swam back; but Woods was afraid. At last he made the attempt ; and, when about the middle, he began kicking wildly and crying for help. The other two thought he was joking and took ao notice of him until he sank. Then they ran and_ told & man who was working on the wharf that a boy was drowning; but he, thinking they wanted to hoax him, paid no attention to him. They then went to another man, Joseph Enman, who, when he was told what had happened, imme- diately ran to the side of the wharf and went down the ladder. After finding where the boy had sunk, he dived three times for him, touching the lad’s body every time, but was unable to bring him{to the surface. By this time a large number of people had appeared on the scene, each one devising some different means for rais- ing the body. After grappling for three hours for the body of the unfortunate lad, Mr. Jefferson Gardiner, of the railway machine shop, succeeded in bringing the body up with a grapnel, which was made by lashing four codfish hooks to a long iron rod. When the body was raised it was laid on the wharf and the mud washed off it. [twas then wrapped in a sheet and takeu to his mother’s residence. His father, wh was in Summerside at the time of the accident, was immediately telephoned for. He arrived here yesterdsy afternoon.

Orrawa, Aug. 11.

A despatch has been received’ from the Colonial Secretary of Newfoundland ex- pressing the regrets of the Government of Newfoundland at the action of one of its officials in recently refusing to recognize a» ynodus vivendi license issued by the Domin- ion Governinent to the Salem ( Mass, ) fishing schooner Putnam. The vessel put into a Newfoundland port to buy bait, whicn she had a perfect right to do under the license, but was not allowed to purchase. The Newfoundland authorities express great re- gret that one of their officials should have laid the Gevernment open to a breach of faith against the Dominion.

Parnell’s Movements.

Lonpon, Aug. 10.

There is some talk of Parnell paying a visit to India. It is certain that he will take so long a holiday that he will be ab- sent when Parliament 1reassembles next year. During the present session he has almost deserted the House of Commons in order to attend the special commission. His absence has weakened his hold on his party, in which there are not few grumb- lers. Some of Mr. O’Brien’s section say that an effective leader could have lessen- Balfour's success. The fact is that Parnell health is again a source of anxiety to his friends. He is no longer a vegetarian, but takes a little animal food. He is sub- ject to frequent attacks of cold, which leave him weak and depressed.

Typhoid Fever. Cuicaao, Aug. 10.

It is reported that there are nearly 175 cases of typoid fever here in eleven blocks on Cottage Grove Avenue, caused by the pollution of the city water supply by sewer- age carried into the Jake during the recent heavy rainfall.

An Outbreak Anticipated.

GREENSBURG, Pa., Aug. 10. Another outbreak is expected to occur at the Hecla coke works in the morning. Forty men with repeating rifles are on hand to guard the works.

Collecting Debts!

Mode of

Tae New World Uniform Collecting Co., Head Office for Canada in Toronto, has opened a branch at Charlottetown. The plan of operation is as follows :

Business men may become members by paying $10. Then they can have their ac- counts collected in the usual manner, but with a system that insures no one being omitted or forgotien. If, after repeated applications, with no effect, a notice is sent to the debtor that, if the account be not paid by «# certain date, a uniformed collector will pay him a visit. The collector wears a blue uniform, glis- tening with brass buttons, and if he fails to get the money the first time, he promises to appear again. After three calls, he comes before the delinquent with a badge ypon his hat, reading ‘* Collector of Bad Debts.” This generally brings the money. If not, he goes og calling until a settlement of the account be made, the creditor paying a percentage on amount collected.

The company do not make it a business to prosecyte sick or distressed people, who, by their affliction, are unable to pay; but trust to the good sense of the merchant not to inflict annoyance on the helpless, but who, in justice to their own families, will not be imposed upon by tough custom- ers and those who can, but won’t pay.

Another much-needed want is supplied by the facilities afforded to members for recovering bad debts from parties who have left the Island, but who may now be in a position to satisfy their obligations.
