There can be uo im- portant qitestions or matters for which the Government are open to attack, or such journals as the Chronicle of Haiitax, and the Patrict of Charlottetown, would pot fill their long columns with elaborate editorial articals on a topic so small! The first quesiion to be asked, with respect to this matter, is, however, en tirely ov srlooked by the organs: **Shold the merchauts aud other persous who paid the duties uv ider the agreement be deprived of their movey ?” The reply everyone will be ready to make to that question is ‘‘certainly vot.” But tbe Goverpvment of the Uuited States have peremptorily refused to pay it. Why? Not for any fault of the merchaats. But, as they allege, because the Canadiau Government refused to become a party

From this incident our readers may learn a useful jesson. The facts of the case under re- view show that iu the eyes of the United States’ Goverument the Island and its people are of no account at all, except in so far as they are a source of profit to Uncle Sam; avd that the Cavadiau Goverument, though somewhat siow iu the movement, are willing to do us more than justice,—at least, when a Liberal- Conservative admivisiration is in power.

Civil Service Examinations.
The New Zealand Gazetie of December 13th contains a list of names of those who passed the Junior and senior examinations ferthis year. For the senior examinations, 37 candidates presented themselves, of whom 17 passed and 20 failed. Of the un- succes fai candidates, 1 failed in 5 subjects, 5 in 4, 5in 3,3 in 2, and 6 in 1 subject. Of the faiiures 12 were in English, 7 in arithmetic, 3 in geography, 6 in Latin, 1 in Greck, 10 in French, 2 in trigonometry, 10 in algebra, 3 in physical science, 8 in history. There were no failures in Ger- wan, Italian, Maori, geometry, bouk-keep- ing, or shorth and. "For the junior examin- ation i22 candidates offered themselves, of whom 59 passed and 63 faled. Of the un- successiul candidates 5 failed in 4 subjects, 4 io J, 26 in 2, and 28 in 1 4 Of the failures, 21 werein English, 17 10 arith- etic, 37 in history, and 37 in pusarephee. Among those who passed were the follow- ing: Senior examination—William 4. Vic tor Hall, Thames; Norman Frederick Johnston Haszard, Auckland.
