Connolly “frustrated” at this week’s events
Mike Connolly says, “I gree totally that I should be , peached.”
But he wonders how he can e convicted and punished or having broken the con- itution, while others who’ve roken it are not.
“All breakings of the onstitution are equal,” he rotests, citing the clauses ‘hich limits the SU president 0 taking only four courses a erm while in office.
Jack Keefe is now taking ive courses, and Mike says, ‘He knew he wasn’t sup- osed to be taking them.”
Connolly admits it’s a it‘ficult decision, but feels hat Keefe and “other people hould have the decency to esign."
He also wonders if mpeachment from Council ‘or having missed four eetings means automatic uspension from his seat on he Board of Governors, mere most Councillors agree c has been an unusually 00d student representative.
His attendance ‘record here is high, and he sits on hree of its committees and \\0 Senate sub-committees.
A by-election for the oard of Governors seat has ren‘called for March 22, but onn‘o‘lly" is 'hesitant about unning because “of rumours hat will probably spread «cause of this that I haven’t
been doing my job.”
Connolly is frustrated at this week’s events because “in the past, Council has ignored the impeachment rule.”
He feels that the process is almost dormant,.and that Council rulings should be carried out by precedents such as “the overlooking of
non-attendance. ’ ’
Connolly puts part of the blame for Council’s slackness previously this year in applying the constitutional to itself on Council Speaker Mike Trainor whose job, he says, is “to detect con“— stitutional violations and bring them to Council.”
Connolly thinks Trainor
“does a good job formally, but he’s lacking in that.”
Connolly also objects that he was not warned of the danger of impeachment, and did not know that councillors are not allowed to miss four meetings.
He has asked Trainor and Keefe to look into his status again.
Keefe says interpretation to blame
“I don’t think I should be
impeached for being a student,” says Student Union President Jack Keefe in
repsonse to rumours that a petition asking for his impeachment or resignation is circulating.
Keefe is violating the Student Union constitution by taking five courses he needs in order to graduate this year, rather than the four the constitution permits the President.
He believes the “logic behind that clause is non- existent. There’s never been a reason given for it.”
Keefe has just introduced a new constitution to Council,
and the four-course clause is omitted.
He believes the problem is one of “precedence and interpretation. There’s a difference in politics between theory and practice pre- cedence is the guide.”
The SU President originally voted to overrule the old constitution and allow Board of Governors rep Mike Connolly to remain on Council, but now admits, “I shouldn’t have. "
In the case of missed attendance the constitution says impeachment is auto- matic, whereas for other infractions an impeachment petition signed by 10% of the
student body or 170 students
must oe presented to the Speaker, or Council must pass a non—confidence motion by a two—thirds majority. __
“There’s no recourse for Mike now,” Keefe says, adding that it would be
impossible for Connolly to remain on the Board of Governors without a Council
seat because he would “cease to be accountable to anyonefi‘
Responding to the petition rumours, Keefe shrugs, “i don't think students care, but if they think 1 should be impeached, I‘m not going to be upset.”
