Finances

Continuing, Dr. MacMillan said the Premier had referred with ride to his budget as being the firs de- crease in liabilitieg since 1920. "Let us hope that that will materialism," he added. "It is eminently proper that he, as leader of the govern- ment that has created one-half the public debt of this Province, should be the first to achieve s decrease. On August 15, 1935, we left a debt of $4,877,846 and today we find a net. funded debt 0! l8.585.59B I-lld total liabilities of $9,465,994, as of Dec. 31 last. There should be a question mark after total liabilities, because they are more than that. We have not got any record of the unpaid bills.

Premier Campbell: "That Is Ln- cludlng the cost of the Borden road."

Dr. MacMillanz "Is there’ any reason why the cost of the Borden road should be left out?"

Premier Campbell: “No, but It was; under a contract let by your- selves. You will say that we sad- dled the country with that debt. We had nothing to do with the contract for the Borden road."

Dr. MacMillanz "Of course you didn't. That was only an election dodge, If we had the contract for the Borden road let before you came into power we had also $5.500 a mile from the Dominion Govern- ment towards that contract. And we had another contract oi $100,000 towards the Rustico Road from the Federal Government. So there is no use talking about our contracts. be- cause we had the money to meet them, ,

much will there be to meet that debt when it comes due?"

Premier Campbell: "We didn't spend that money. we found that

money borrowed when we came in.”

Dr. MacMillanz “Vi/hen we came into power we found a lot of bor- rowings too. That is not the point."

"The Premier said last year was a difficult time to finance. and they did the best they could. They con- sulted with the bank and bond houses, and they took what they considered was the best bargain. 1n 1932 we told tlie same story in this House. We went to Montreal, consulted with tiiose houses. and they advised us. as they advised you, to fund our over-draft."

Premier Campbell maintained that they had called for tenders in this instance, and had improved their position.

Mr. Cox: "They pulled the wool over your eyes when you gave them 6.12 on a million dollars. You did worse than the Fisherman's Loan Board."

Dr. MzicMillanz “My hon. friend is an authority on pulling the wool over isooplos eyes. He has had long experience. But I am saying that we did as this Government, did to- day, but. with this difference: we put in a sinking fund of three and three-quarter per cent. When our bond dues come due In 1941 there will be enough in that sinking fund to pay it off. But when your-mIl- lion dollars comes due you won’ have $100,000 to pay it off. and you will have to borrow 5900.000 to re- fund it. Thai. is the difference he- twecn the financing of the two gov- ernmcnts."

Hearty Applause

Regarding the proposed salary of $600 to the Lender of the Opposi- tion, Dr. MacMillan said that he agreed with the principle, but if it ivcre voted on he would ask the Government to pay the money over to the Red Cross society this year and every year for the duration of the war. This was greeted by hearty applause from all over the House.

"I musi- acknowledge on the art of the Premier the utmost co rt- esy," Dr. MacMilian continued. “He has aliviiys done me the extreme courtesy of including me as Leader of tlr Opposition in any conferen- ce: with important visiting dele- gallons."

In closing he said we shoult’ only have one t ought in mind, tn. win- ning of the war. Let's forget poli- tics, he challenged. I'm ready to stand behind the Premier and his government in their war efforts just as I am ready to stand behind the Mackenre King government in their war effort,

He urged the people to vote "Yes' on ilzc coming plebiscite. "Vote yes as the Government has asked you. Vote yes as the Opposition has ask- ed you. He made n rousing appeal for the Red Cross in connection with the coming campaign, during his clos- ing remarks.

Speech On Budget By Public Works Minister

Canadian Good Roads Association. expressing regret at the death of Mr. G. Shelton Sharp, a. past presi- dent of the Association. Mr. Mc- Intyre paid personal tribute to Mr. Sharp as “n. true Christian 860W- msn, whose word was his bond.

The leader of the Opposition had been critical of his (Mr. Mc- Intyreks) extravagance in the public works department, but if the Conservatives had been "a little more extravagant" on the Borden highway it would have served the public better, the Minister maln- tained. It is a wise plan to widen and grade the roads properly. even 1f it involves additional expense. Mr. McIntyre referred to the build- ing of the Borden highway at some length.

He defended the contracts given to Mr A. T. MacKinnon, and said Mr. MacKinnon had not made any money on the building at Falcon- wood, which was let by tender like other contracts. Mr. Hunter's fees as architect were also defended as being only fair and reasonable. ‘Iliere was “six per cent for draw- ing the plans and six per cent for supervision of the work." The $35,- 000 the Conservatives had paid were for plans for $1,250,000 buildings which never were built. The plans were used only to the extent of $104,000 and the architect's fees a- mounted m 35 per cent oi this work.

Mr. McIntyre also referred to the planes of the Prince of Wales Col- lege, $21,482. The building cost $280,000 not counting equipment,

Mr. McIntyre denied that this was the casc. I-ic said the Con- servatives liad paid another man t0 supervise building the Prince of Wales College, which the architect should have done.

He defended the Governments system of employing engineers.

The Opposition leader iiacl charg- ed the Liberals‘ viith fifty per cent of the total debt. He had tirade the same charge four years ago, Mr. McIntre said. “We would be respon- sible by his showing for $6,000,000 of the debt "

Mr. McIntyre maintained this left. the Conservatives with a clean sheet. JVIIGFPIIS they were respon- sible for $952,000 debt in 1935 alone, and they had fiillfll to make any provision for over $700,000 of this.

Dr. MacMilhn replied that nei- ther had the‘ Liberals made provis- ion for funding the debt until the year following. This system had a1- ways been followed.

Mr. McIntyre reviewed briefly the road work done last year in the different counties. He stressed the importance of the word done in seal coating.

The conservatives, he maintain- ed, had spent $43,000 on experi- mental roads of which nothing re- mained, not even cracks. The engineers pick out the most badly cracked places for treatment first.
