It is reported that fever is epidemic in the Russian army in Bulgaria, and is in» creasing. The troops are also in want of food, and refuse pay unless they receive it in the coin of their country. They threaten to surrender to the Turks unless they are paid in the coin demanded. The present state of affairs in the army is very alarming.

GENLRAL NEWS. Lonpon, Aug. 17.

A despatch from the Viceroy of India, August 15th, states that there is a general improvement in the crop prospects in Ma- dras, Meysoz, Bombay and the North-~west, which has maintained the past week. Rain is still much needed in the Punjaub, Rag. pootab and the Western part of the North~ west Provinces. The prices for grain cons tinue exceedingly high through the famine districts, but in Madras they are slightly easier and still are lower in every part of that presidency than in the worst parts of Bombay and Maysoz. The question of grain stocks and supplies continues to cause anxiety. The grain trade at Cal+ cutta is exceedingly active, ninety thous- and tons of shipping being engaged.

The condition of Mysore continues criti- cal. ‘he Governor of Bengal telegraphs concerning the condition of Bombay. The prices of grain are slightly easier, but still very high. Improvement of the situation is retarded by the want ofrain. People are feeling ctill more the high prices. The difficulty in Bombay is uggravated by the state of Madras and Nizan, end by the in- ability of the railway to bring forward grain sufficient for the great demand. In Madras the numbers relieved Lave increas~ ed 189 000, making 385,000 increase in the last fortn ght. In Mysore the laborers on the works are decreasing and the chari« tably relieved increasing. In Bombay the reverse is occurring, but there is a slight general increase in the totals releived, In Madras there are 983 000 laborers on the works, and 100,000 charitably relieved. In Mysore there are 45,000 on the works and 164,000 charitably relieved, and in Bombay 265 000 on the works and 119,000 chari-
