AFGHANISTAN.

Lonpon, Sept. 15.

very special despatch received from Af-

yhanistan reiterates the complaints con- cerning the transportation difficulties.

A telegram froin the Vicervy shows that Shutgarden Pass was only completely occu- pied on Thursday evening. As the neces- sity for the occupying of this pass was urged, and as the British troops were stationed only twenty miles distant, it is inferred that the Indian Government, at the close of the last campaign, must have disbanded and disorganized the transport service. Camels have becume practically extinct in Korum Valley because of the great mortality among them.

The additional regiments which General Roberts telegraphed from Ali Kheyl are to strengthen his line commucations, as the tribes,though not hostile,show great excite- ment. The ferce which is new te advance on Cabul will consist of 2,500 Europeans and 3,000 natives. The attention of the commissariat will be almost exclusively de- voted to supplying this force. The other columns will be held in reserve for the present. There is a large propertion of sick among the European troops on the frontier, except those regiments which are in a particularly healthy situation.

The Golos considers the present time favorable for Russia to consolidate her strength in Bokhara, and says: ‘‘ We would admit England’s right to occupy Cabul and Candahar, provided Herat was transferred to Persia and Russia received the strip of territory on the left bank of the Attreck, which would serve as a basis for her advance on Merv.”

The Vedomasti suggests the opportunity as a good one for Russia te deal England a deadly blow in Central Asia.

Russia has completed the survey of the route for the proposed railway in Central Asia.

The Times says the re-opening of the Afghanistan war, and the uncertainty re- garding foreign politics, has checked reviv- ing trade.

Sima, Sept. 15. It is now believed by many well-informed persons that the Ameer’s complicity in the massacre at Cabul is unquestionable. Ac- cording to the latest information orders have been given at Cabul for the stopping of all direct communication with the British.

Lonpon, Sept. 15.

The Standard has the following from Candahar. The opinion prevails among the natives here that the Ameer has de- clared against the British. Reports have reached here from Khletat and Ghilzai that the Ameer has summoned the Ghilzais to rise against the British.

The correspondent of the Daiiy News at Vienna reports that the New Free Press publishes a telegram from Simpheropal which says great excitement prevails at Livadia on account of rumors of the Czar’s illness, death or abdication. The Czaro- witch has been summoned to Livadia. The Post’s Berlin correspondent says that the rumors current there relative to the indis- position of the Czar are unfounded and are mere stock gambling canards.

A despatch to the London Times from Durban says much doubt exists as to whether King Cetewayo will be caught or not. Gen. Wolseley, has informed the chiefs that on the capture of the king their peace and prosperity will depend, and that the districts affording him shelter will be punished by burning their kraals. A cor- respondent at Ulandi states that the system of burning kraals must force Cetewayo to yield or die.

A serious disturbance took place at Lur- gan, Ireland, on Saturday night, arising out of the stabbing of a Catholic in a par- tisan affray. All the police were called out and the conflict lasted some hours. Sever- al arrests were made.

At Memphis nineteen new cases of yellow fever were reported on Monday—twelve white and seven black, also an additional death is reported, that of a colored man. Dan Sullivan, a well known steamboat clerk, died on Monday.
