his coronation day has created a bad im- pression in St. Petersburg. Ricts are con- | tinually occurring with fatal results. The! police authorities are taking active measures | to put them down, but so far have not been | very successful. The manifesto announces | that no ehange is to be made in the exist- ing state of things. The Poles who are to be pardoned will be required to promise unswerving fidelity and submission to the Emperor. The decrees of suppression against various newspapers are not to be abrogated, although it is believed that a partial amnesty and other acts of clemency will be ‘subsequently announced. The manifesto announces the remission of a large number of penalties for non-political offences and fines, and arrears of taxes due from the poorer classes.
