WILLIAM DODD, ESQUIRE.

WE bave to announce, to-day, the sudden death of an aged, and prominent, and highly esteemed citizen—William Dodd, Esquire. Mr. Dodd went to bed last evening in bis ueual health. It appears that he arose in the night and, taking hi* lamp, proceeded towards an adjoiaing chamber. Whileinthe passage~way be tween the two, his lamp dropped out of his hand. There are marks showing that the carpet was scorched, and that Mr Dodd’s night-drese had caught fire. After quench ing the flame, Mr Dodd seems to have turned in the dark to go back to his bed. room, near the entrance of which his body was found, face downward, this morning. His alarm, caused by the fire, had _pro- bably been followed by a nervous collapse, The ead event gave a shock to the com- munity, and following so closely upon the unexpected death of his niece, Mrs. Frederick Ings, adds a double sorrow to the members of one of our most respected families. Mr. Dodd was a native of Eng- jand, and a soa of the late Captain Simon Dodd, of this city. In early manhood, he was for several years a clerk in the office of Sir Samuel Cunard, at Halifax. After- wards, he returned to Prince Edward Island and began a mercantile business in

Bedeque, which he subsequently re- linquished to come to Charlottetown. He was #0 upright citizen, a man of strong character ana decided opinions.

THE DRUMMOND ENQUIRY.

Commirrees of the Senate and House of Commons were eogaged, from time to time, throughont a large part of the late session in hearing evidence with reference to the arrangements arrived at by the Drummond County Railway and the Grand Trunk Railway on the one hand and the Dominion Government on the other for the purpose of securing an extension of the Intercolonial Railway to Montreal. ‘To- wards the end of the session three reports were submitted, viz., a majority report of Heu:se of Commons Committee, prepared by Mr. Lister, ns minority report of the same committee prepared by Mr. Powell, and a report of the Senate committee prepared by Hon. D. Ferguson. The latter isthe shortest and most succinct of the three, and from it we quote the following conclusions drawn from the evidence and exhibiting clearly, to those who care to note them, the modifica- tions in the bargains and the saving to the country reeulting from the action of the Senate last year:

1. That the action taken by the Senate on the 23rd June, 1897, in deferring for three months the second reading of the Bill from the House of Commons, then before the Senate (No. 145) instituted : “An Act to confirm certain agreements en- terea into by Her Majesty with the Grand Trunk Railway Company and the Drum- moud County Railway Company, for the purpose of securing the exXtens:on of the lntercolonial Railway system to the City of Montreal,’ hae been fully justified.

2. That in consequence of the modifis cations effected by the terms of the agree- meut now laid on the Table of Parliament, as compared with the terms of the agree< ment which the said Bill proposed to con» firm, a large and unwarrautable expendi ture of public funda has been averted.

3. That in respect of the contract now proposed to be made with the Drummond County Railway Company tor the acquisi- tion of their road by the Government, and also in respect of the latter agreement with the Grand Trunk Railway Company for access by the Intercolonial Ratilway to Montreal, important changes are made in the public interest.

4. That in the case of the Drummond County Railway, the evidence shows that the recent agreement enables the Govern-~ ment 10 acquire the said railway fully com~ pleted, and with its general standard im~ proved,for the sam of $1,600,00;while under the terms of the agreement in the Billi of 1897, the consideration was $64,000 an- nually in semi-annual payments for ninety pine years, which from the evidence is shown to be equal, at 2) per cent(the rate os the last Canadian loan ) to $2,091,541.

5. That in respect of the before men- tioned agreement with the Grand Trunk Railway Company. the evidence shows that the following modifications have been etfected for the purpose of making the pro»

(a) The cost of improvements of the Jeased lines and terminals is to be borne proportionately to the actual wheelage use of the same by the Government and the company, instead of the cost of such im. provements being borne in equal parts as. by the agreement of i897.

(b) The Government may defray its proportion of the cost of such improve-~ ments by paying interest thereon at the yate of 4 per cent instead of 6 per cent as provided by the agreement of 1897, or, what is still more favorable, by cash pay- ment of the principal amount.

(c.) The company is required by the later agreement, to deliver to the Tsar colonia! Railway at Montreal al! trafi; from the west, bound for points on the In- colonial Railway, instead of at Levis, as by the agreement of 1397.

6. That the order of reference does not call for any opinion as to whether the considerations expressed in the azreemente of the present year are just ard reasonable, or whether itis in the general interest of Canada that the Intercolonial Railway ehould be extended from Levis to Mont- real.

It will thus be seen that the changes effected are materially favorable to the country, and that the thanks of the country are due the Senate. Whether or not the country orthe government will gain by the extension of the Intercolonial into Montreal, even under the improved con- ditions, remains to be seen.

Tue Senate has prevented the grant of $300,000 to the Liberal Government of Manitoba on the eve of the Provincial elections ; aed great is the wrath of the Liberal journals. These declare that the Senate has nothing to do with money grants, and that the Senate ought to lei the Government and the majority in the House of Commons “run the country ” at their own They forget that this is not an ordinary money grant, but the breaking-in upon a fund held in trust by the Dominion cf Canada for the benefit of the schoole of Manitoba. Has there been a demand on the part of the people of Manitoba for the distribution of this fund among the politicians of the Greenway administration ? Was the matter discussed or decid+d at any elec- tion? «If not, the Senate brake was

properly applied at the right time. The Senate is the constitutional means ap-

pointed for preventing hasty legislation and enabling the people to decide upon questions that affect themselves. _—It is possible that the people of Manitoba wou'd rather receive annually the interest of these $300,000 than the lump sum in an election year. They ought to have ao opportunity to consider the matter; and the Senate has given them one. The Senate has an im~ portant duty to fulfil; and we are pleased to note that the Senators are, like the Auditor~ General, fulfilling it. The pity is that a reckleas, extravagant and most ubecrupu- lous Government, intent on party triumphs at the expense of the country, has made it necessary for the Auditor=General and the Senate to exert their powers so frequently-

—The bishop of Hereford, speaking at 4 meeting, against gambling and beit ng, said there were three evils in the English life which worked untold ruin, and one was drunkenness, another wag greed by betting and gambling, and the third im- mortality. Those were siater evils, and often went together. The vice of betting and gambling pervaded eociety from the higheet ranks to the lowest, and they wanted to change all this. That was one reason why they were met together. Another reason was that they wished to preserve their English sports from the demoralization and depasement caused by this vice. He challenged anyone to point out any good element in the spirit of betting and

gambling. Having re- ferred to recent law actions, be asked them not to think that tha

law on the point was settled, There were many things Parliament might do on the subject that would be to their credit. They might make it illegal for betting odds to be published in newspapers. ‘hen, again, magistrates could do a great deal by using the power in their hands. He held that municipalities might do much by having nothing to do in the present state of things with race courses. They should al! do their best to divorce legitimate sport from gambling. Cock-fighting, ball-batinz, etc., were Once countenanced, yet those things bad gone out of decent society through the influence of such people as his hearers, and |e thirefcre asked: “ Why should they not cherish the hope of living to see the same thing happened with re- gard to betting and gambling and sport ?” Gambling he describes as a morbid form of selfishness,

Killing Four Caribous Out of Five at Long Distances.

A party of four of us left Bath for the apper part of Maine for a four days’ hunting trip. There was one man among us, Orderly Sergeant Richardson, U. 8. A., at Fort Popham, Me., still in the service. On the third morning three of us—the sergeant, another and myself— left camp together in scarch of game, the snow falling thick, but calm; no wind. We had not gone more thana mile from camp when we saw on the next ridge (a hillside) five caribous standing in such an open place that it was almost impossible to get nearer to them without being seen. After a wait of some time for them to change their position, that we might advance and get a shot of more certainty, our silence was broken by the cergeant’s remark that he had killed deer as far away as that, and thought he could kill one of these.

We all agreed to Iet him take a shot and estimated the distance at 500 yards. When he got in his position, which he calls the Texas grip, and selecting the one on the right told us to lock out for him, at the crack of his rifle, to my great surprise, down came the animal with his back broken. The others, being bewildered, ran in a circle like, coming to a standstill somewhat nearer to us— all hands estimated 450 yards. Again he selected the one on the right, and at the crack of the gun again the animal dropped, shot through the beart. The other three leaped off in another direc- tion, as we estimated, 600 yards. Then the sergeant adjusted his sights to that distance, and to my great surprise he killed the third one. The oiher two sep- arated and one of them came back near to the first one that was shot, when he stood broadside to us, and the sergeant fired, but shot low and broke both front legs just above the knee. After a little skirmishing about in the brush we found him, and one more shot from the old springfield rifle, with the sergeant behind it, gave us four out of five cari- bous and only five shots fired,and by only one man at that. We went into camp with fiying colors and were the center of attraction that evening.

Oue of the party inquired of the ser- geant where he had obtained such profi- ciency in marksmanskbip, when he pulled his coat open and exhibited a splendid gold badge from the army, a distin- guished medal, won by him in 1£89 in the division competition of the army, department of the east. Our party were ca this hunt for several days and killed six deer, two elks and four caribous, cf which Sergeant Rich- ardson killed four caribous, three deer and one eli, and he killed them all over 800 yards, except one deer, which he shot ou the rau and about 150 yards’ distauce, breakizg its ueck.—QJ. §&.
