Crime in Califernia
It is not denied that we lead the worid for crime, in the direction of fraud, defal- cation, robbery, homicide. suicide and famiiy disruption. We are less than a mu! lion of people and scarcely 4 cay passes that does not record a» murler, a suicide and a maniac ; with a due proportion of lesser crimes. We have three lunatic asy- lus, with 3,000 inmates. We have 5,000 persons in jail. .Amongthese are at least 50 murderers. In this city alone we have now 15 for trial. No other land -in Chris- tendom can show such a record.
There are good reasons for it,all of which should be removed as fast as possible. Our good name, our well-being, the interest of our children, and our future depead upon the removal of these causes, and the pro- duction of a more healthy moral atmos: phere. These causes may be summed up thus:—

Another is the preseuce of the Chinese slave. Thirty years ago, for an ambitious young man without a trade to be bankrupt in some new venture was nothing. He could go to work in any part of the United States, as President Lincoln did, plow, split rails, or gather the harvest, and rise again ina few years for another effort. Here it is death, despair, madness, suicide, murder, anything but that. It is to descend into the slough of Chinese cheap labor, in which there is no hope, no wife, family, friend or future. Crime, suicide and mur- der are the natural fruits, and we have a rich harvest.
Our origin, the hopes with which most of us came here, and the utter prostration of those hopes have much to do with it. We are par excellence, a disappointed people. We came for fortune and we find ourselves wrecked on the shoreof this Chinese Dead Sea of cheap labor. Itis horrible! It is intolerable! Ordinary human nature can- not bear the strain. American human nature will not. It will take any steps but
that. Americans prefer the penitentiary, to labor with this slave. If you doubt it, go and count them there !
Our laws have much to do with this de-
plorable state of things. The lead- ing men did not will that crime should be pumshed with rigor and promptness Alas! it would
have reached them, and crumbled or pre- vented their great fortunes. They insisted that only bootblacks and newsboys should / be convicted by our Courts. They have so framed the law, and framed their counsel, that all higher crimes, when money comes to the trial, are put off forever, Or, restlt in-w mere perversion of justice.
The command of the Constitution 6f the United States that all laws shall be just and equal to all persons, is set at defiance and of none effect. All great criminals escape or are never brought to trial. We do need ;arevised and much abbreviated Criminal , Law, that will reach straight to its purpose. Let us have it.—San Francisco paper.

The defeat of Mr. de Freycinet’s ministry must be very discouraging to the friends of the French Republic. It seems impossible for even the strongest Gorernmeut to secure anything like «a certain tenure of oifice. A few days ago it looked as if M. de Freycinet was master of the situation; now he is out of power, and not likely to accept office again. The cause of the con- stant changes in the Government is the existence of more than two parties, there being always three or four. The Moders* Republicans are the strongest, and number
