“MR. PETERS’ GAME.

In the six long years during which Mr. Peters has been in power he has done nothing concerning the claims of this Province upon the Government at Ottawa, except transmit a blundering Minute of Council. But now, when he is at Ottawa developing the Behring Sea case, and time hangs heavy upon his hands, and he is again almost ready to use our voters for the purpose of obtaining anew lease of power, he appears before his friends in the Government and, with great parade, enters a plea.

As the Patriot remarks, “ the sounduess of the claim was partially acknowledged when in 1887 an Act was passed by the Dominion Parliament grauting this Island an additiona] allowance or subsidy of

20,000 a year.” This amount, obtained upon the representations of Hon. Mesers. Sullivan and Ferguson, has since 1887 been almost altogether, if not quite, dissi- pated. That is to sayy the capital which it represents ($500,000) Las beea sunk in

debt; aud the Province is as badly off as it was before the money was granted.

This being the fact, Senator Ferguson aod our other representatives in the House of Commons called upon the late Govern- ment at Ottawa to settle the balance of the claims by constructing railways and other things that would be of real and perma- nent use to the Province,—things that could not be dissipated by a reckless and extravagant Provincial administration. The late Government at Ottawa recognized the justice and wisdom of this representation, Mr. L. H. Davies acquiesced in it, the Provincial Legislature, by an unanimous vole, joined in the movement, and the ralways were formally promised.”

But Mr. Peters now intervenes witha claim for more money, the strong proba- bility being that the money, if obtained, will be sunk as the last has been sunk. If the present Ministers at Ottawa were honest and straightforward they would at once say: “ We must first implement the obligation eatered into by our prececessors; we must build the railways and ‘assist in the construction of Hillsborough bridge, and supply the Province well with useful public work3,—then if a balance should be left to the credit of the Province we will pay it in cash ina lump sumor by annua! instalments.”

But, not being honest or straightforward aud desiring most of all to aid their friends in the approaching election, they wil] keep the matter open while Mr. Peters holds up the certain prospect of relief from direct taxation asa result of bie return and the consequent receipt of @ large sum of money from Ottawa in liquidation of our claims.

This course is, we need not point out, in the highest degree unjust to Belfast, Mur- ray Harbor, New London, Elmira aad these other parts of the Province which are entitled to railway accommodation and have been led by Hon. Mr. Davies and his friends, as well as by the members of the jate Government, toexpect that railway accommodation will be afforded them,

The Patriot says:

‘All these claims of the Island are more or lees complicatéd, and Hon. Mr. Peters in addressing the

Dominion cabinet did pot attempt to go in- to details ora complete enumeration of claim, but advocated the appointment of a commision or arbitration to examine into and offer suggestions or decide upon all the Island’s claims against the Dominion. Of course the Ministers came to no immediate determination upon the application made by Premier Peters; but from such remarks as were made and questions asked him, he entertains hopes that the request of the P. B. Island Government will be granted.

In oth*r words, the Government wi'} hold out a “gocd hope,” say nothing definite, keep the matter oper, while Mr. Peters will, if possib'e, humbug ard use the people.

—An Ottawa special to the M-ntreid Star states that “it is understood that nd submission of any case in the matter of the tariff resolutions has so far been made br the Canadian Government to the Imperial authorities, Should resolution 16, the one establishing preterential tariff, be carried in the House, #* after Wednesday night’s vote seems almost certain, the question of the t riff bill receiving viceregal consent will arise, and after that the Canadian con- tentions will probably be submitted to the Colonial Secretary, who will, the Govern- ment expect, decide whether the Cuna- diav resolutions does or does not come within the definition of objectionable legislation contained in Lord Ripon’s de- spatch. The Ministers claim that the resolution was framed after long and anxious deliberation, with +pecial care to prevent any likelihood of Imperial dissent; they claim that the resojution t* not one of preferential, but of reciprocial trade, offering merely reciprocity to those nations which are anxivus to secure that boon with Canada. It is pointed out that England has generally sacrifived her colonies in such matters, and that whilst Canada’s reading of the international law may be correct, yet the immense interests arising out of Great Britain’s enormus trade with Belgium and Germany mav preveat the allowance of resolution 16 Ministers, however, are hopeful that the resolution may be allowed, even though the German and Belgian treaties may have to be denounced, and refer to Lord Salisbury’s recent speeches a3 giving good grounds for this hope,

Captain Chambers, of the Furness Line Steamship Damara, reports pass'ng several] small icebergs and two very large ones on his last trip. One of the latter was about 150 feet high and a quarter of a mile long. The other was not so long but considerably higher.

The big French naval scheme proposed last December to the budget commission by Edouard Lockroy, formerly Minster of Marine, and callingfor tne sum of 160,000, 000 francs over and above tne regular ex- penses, has been endorsed by the naval committee of the chamber.

Mr. Mackay, of the Northwest Experi- mental Farm, reports that the seeding of grain in Assiniboia was finished before he left on May 21, and the great bulk of the grain was up and looking well. The area sown is Jarger than last year, the better prices and the excellent crop of the past season having stimulated farmers to extra exertion in this direction. Rain is needed in some districts for the late sown grain, but the late spring rains have begun.

The correspondent of tke London Morn- ing Post at Constantinople says: “Today (Friday) the embassies received word from their respective ministers at Athens that the position of the Greek royal family is now critical. barricaded in the palace, and it is reported that he is making preparations to leave Athens in order to evade the fury of the populace. The relations between the king and M. Baili, the premier, are very much strained and the genera) situation is extremely serious.”

The Berlin correspondent of the London Times says: “German opinion is general that the Canadian tariff will prove un- workable. Itis remarked that Canada might complacently denounce the German

treaty, since the Canadian exports to Ger- many from 1893 t6 1¢95 only totalled 8,000,000 marks, while the German exports to Canada during the same period exceeded 40 marks. But it is argued, that England, in view of her own export in- tereats, will think ten times. before de- nouncing the treaty.”
