Income levy Increased By Two Perieni ,

OTTAWA. Oct. 25 --(CP) -, Two new social-security taxes to finance universal pay-as-you-go old-age pensions of 540 I month for everyone over 70, beginning Jan. 1 next. were anncuncedtothe Commons today by Finance Min- ister Abbott.

In what amounted to a baby budget without the usual budget- ary trappings, be disclosed:

1. A special two-per-cent levy on taxable income to be- gin July 1 next, with I limit of 360 a year on the amount. any one taxpayer will be ask- ed to contribute. This is ex- pected to yield about 095,000.- ooo a year.

2. Another two-per-cent levy on corporation incomes-with no limit,-beginning Jan. 1 next. This is expected to yield S65,000.000 a year.

At the same time, in what he called a :'2-2-2-formula” for soc- ial-security taxing, Mr. Abbott an- nounced that one-fifth of the 10- pcr-cent sales tax will be diverted to pensions financing, providing sl-15,000,000 I year.

The sum of these tax changes- estimated at about s300.000,000 annually-will go into I special social-security fund from which the 540-a-month payments will be paid to all Canadians over 70 without a means test.

This scheme goes hand-in-hand with old-age assistance of the same amount-but with a means test-going into effect at the same time for those aged 65 and B9 in provinces that conclude agreements with the Federal Gov- crnment.

Peek Into Future

Taking I rare peek into the budgetary future. Mr. Abbott also announced that he plans in his budget next spring to discard the 20-per-cent defence surtax levied on personal and corporation in- comes last April and to put the tax rates at whatever then seems necessary.

An estimated 2,500,000 taxpayers -half of the countryis labor force -will contribute to the pensions through the new levy of two-per- cent on taxable income in addit- ion to the share they pay through the sales tax.

Those who don't pay income tax will contribute solely via the ssles tax route.

Mr. Abbott estimated the uni- versal pensions will cost 0330.000,- ooo 3 year in the first full year- 1952-53. To mnke up the differ- ence between this figure and the estimated revenue from the new tax set-up, the government will advance loans to the fund. How- ever, the fund eventually will be- come sell-supporting.

The total cost of social security, including the Federal Govern- ment's share of Domlnion-Pro- vincial assistance to those Iged 65 to 69, will be 8365,000.00o I year-51,000,000 I day.

Tells Tale Of Tattooed Pensioneg Leg

OTTAWA. Oct. 25 -(OP) Health Minister Martin told the Commons tonight the tale of the pensioner with the tattooed log.

This was, he said during a peris- ion debate. a 70-year-old Prince Edward Island resident: and old- time sailor who sought. to prove eligibility for the new old-age pensions by exhibiting tattooing on his leg giving his name and age.

Fortunately, said Mr. Martin, the man had documentary proof of age so "there was no reason to pursue further the question of the tattoo."

Mrs. Ellen Fairclougli (PC- Hamllton West) said with I jaundiced eye at the government's regulations that she was glad the man had documentary proof.

Otherwise, she suggested. the government might have required that the leg be amputated and sent to Ottawa. 4

Conservatives Win All-Women Contest

NEWCASTLE. England. Oct. 25 -(Reuters) - The Conservatives today won the only all-women contest in the British general election.

Miss Irene Ward retained her seat in nearby Tynsmouth against Labor's Miss Grace Colman. who won the seat in 1945. but lost it in 1050. Miss Ward increased her majority by 2,000 votes over 1950.

No other candidstes contested the rut this time. Last year I Liberal polled 0,500.

There was speculation that some sort of compromise would be af- fected after the Reds make a counter-proposal.

The Allied proposal was intro- duced at a. sub-committee meeting immediately after the truce negot- iations were resumed, ending I 64-day suspension.

A United Nations spokesman said the Allied sug- gestion entailed A line generally following the present battlefront. but. with the Reds to give up abollt 200 square miles territory in the west and the Allies to pull out of a similar area in the east.

A buffer zone 2 1-2 miles wide would he created. most of it in North Korea. but. dipping into south Korea at its western end.

It would run from the mouth of the Yesong River in Western Korea to a point 11 1-2 miles southeast of Kosong on the east coast where the Allies are now 50 miles north of parallel 38.

Under this plan. the Reds would lose Kacsong, the old truce negotiation site. The Auies would give up some east coast and cent- ral positions but would retain llcartbreak and Bloody Ridges in the east and 9. piece of yzrounrl northwest of Yonsong, all won at the cost. of many casualties.

A big factor in the smashing blow dealt Prime Minister Attlee's Labor Party was the Liberal vote. In many ridings the oncc-power- ful Liberal Party did not put up a candidate and the weight of Lib- I Tory.

Although statistically Attlee's Labor forces held a. slim edge ov- er the Tories going into the sec- ond day of vote tallying, most of the remaining seats to be heard from are in rural areas where Conservative strength is believed strongest
