A tew days ago, writes the Globe reporter, | Mr. Cameron, of Inverness, Cape Breton, ,moved for a statement of the amounts \charged against the public debt on account lof expenditures on railways, canals, &., in (the different Provinces. He spoke at some length, complaining of the neglect of Cape Breton in this respect. He dealt with the history and resources of Cape Breton, and contrasted its slow jrogress with the de- |velopment of Prince Edward Island, attri- | buting the backwardness of the former to the neglect, not only of the Government of Nova Scotia, but of the Government of the Dominion. He declared that Cape Breton

Results, it cannot be denied, have fairly vindicated the Tariff Policy. As an_in- strument for producing revenue, the taritf has exceeded the expectations alike of friend and foe. The consolidated revenue, which did not of course all come from customs, was $35,383,000, and the expen- diture $27,067,000 last year; the surplus being 6,316,000. Under ordinary circum- stances, a surplus is on abrormal thing and, when large, is generally the result ofa mis- taken estimate of the year’s revenue. The Minister of Finance feels a natural pride.in seeing Canadian securities at the head of the eolonial list. This fact is partly dne to the financial strencth which the eountry has shown under the present tariff. Not that the varying prices of securites always afford an indication evcn of the rela- tive value, at different times, of these securities. A better test is the average dividend, when they are dividend-earning. The price of government securities and the rate of interest they bear, affird a test of of the credit of the ‘country, and it is gratifying to see the credit of the country stand: higher to-day than ever it stood before.
