The second vacancy occurred re- cently when Gerard Cournoyer re- signed to run as a Liberal cun- didate in Richelieu constituency in the July 16 Quebec election.

Date for the Richelieu-Verchercs by-election does not have to be fixed until January, but the gov- ernment has been running by- elections off in groups.

The date of a by-election must be fixed by the government with- in six mohths after a vacancy oc- curs.

In Mr. Rinfret's case. his seat was declared vacant Feb. 13. That made Aug. H the deadline for set- ting a date for a by-election in Outremont-st. Jean.

The by-election can be set for almost anytime. The government conceivably could pick a date in lift! or 1054, but that has not been the practice.
