Mr. Sreakex replied that as to precedenta | it devoived on him, rather more than on any! -tuermember, to speak; and he would not! seek a precedent from the British House of | '-ommons, subsequent to 1698, when their pri-, viteges, and still more their powers, had been so! fully established, tha¢ the Monarch had never yantured to interfere. But, unfortunately, thia House was not in that position, but rather like the British Parliament in that stormy time, which reached from the beginning or middle ot tae reign of Charles the ist, down to 1688 ; and, m that time, miny precedents would be found equally bold, in respect to the Monarch, as that cow proposed in regard to His Excellency ;and, since they must go by precedent, what a British House of Commons might do with respect to the Sovereign, surely this House might in re- spect to a Governor.
