Kelley, son of the late Mr. Jobo Kelley, of Char= lottetown, who has been appointed Chaplain to the 32nd Michigan Infantry with the rank of Captain. In connection with the likeness the following sketch is given: Rev. Fr. Frank C. Kelley, recom- meoded by Bishop Foley for chaplain of one of the regiments, was one of the first clergymen in tuis state who offered their services. He is a native of Prince Edward Ieland, was ordained in Canada about five years ago for this diocese, and is now pastor of the Church of the Immaculate Conception at Lapeer, to which the mis- sions of Imlay City and Davisow are at~ tached.
