t isa dangerous narcotic; a virulen poison, which should be classed with, an: handled like, our dangerous drugs ; it is not a stimulant ; it lowers the temperature oi the body and diminishes the power of mus- cular contraction ; taken in small quantities it creates an uncontrollable desire for more, an appetite that grows by what it feeds upon, the disease of alcoholism.
There is no safety but in total abstinence. A kuowledge of the laws of heredity teaches that there are multitudes of children with an inherited taste for drink—that th: blight and curse of King Alcohol brood: over all.
Gladstone accounts for the increasing drunkenness in Great Britain by what he calls **The secumulated massa of heredity.”
In view of this fact we must conclude that the next generation will be more drunken than any preceding one, if sume great means of prevention is not resorted to.
The popular fallacies which lead to the formation uf drinking habits, to alcoholism, must be dispsiled before appetite is formec if the innocent, engaging, children of to- day are to be saved from the slough of drunkenness. Hence the necessity for the introduction into school, of all grades, of the science of Physiol gy ead Hygiene with direct reference to the harmfulness of alcoholics and other narcotics.
Let us thank God and take courage that this work of prevention is grandly begun : that already there are millions of American, aod hyndreds of thousands of Canadian children, under compulsory scientific education laws.
A child properly warned, goes forth clad in a coat of mail.
lilustrated text books on Physiology and Hygiene, the fourth part, at least, of the tirst two books of the series teaching the harmfulness of alcoho) and other narcotics, should be put into the hands of all our pupils.
The use of manikins, and of physiological chart, by capable teachers, would also tend yreatly toward the successful teaching of these subjects.
The knowledge which is to warn our children away from pitfalls, which will surely be laid for them, should not be ia any way slurred over. A knowledge which, more than any ether, is calculated to ensure the future safety of the home, aud consequently of the nation, should be religiously imparted.
May God grant that the teachers of our Canadian children and youth may not have ** too serene a conscience,’
Upon them rests the responsibility of im- partiog scientific temperance ivstruction in such a manner that it will be interesting to the children; in such a manner that the traths concerning alcohol and narcotics will be so ciearly and vividly brought before their minds that they may be convincing; and to leave a lasting impression upon them,

The boy should be taught that the use of to- bacco~—instead of making him a man, ss he sup s—will prevent him ever arriving at perfect manhood.
Especially should the harmfulness of cigar- ette smoking be dwelt upon; as it not only fastens the tobacco habit upon the young smokers, but the terrible chains of the opium vice. The fact that indulgence in either of these vices tends to the dwarfing of mind and body; to insanity, idiocy and early death should be emphasized.
The future welfare of the Canadian people is largely in the hands of Canadian teachers.

The Export of Geld.
The continued export of gold is causing uneasiness in the States. It is held hy Mr Henry Clews that the disturbing influences are partly political and partly monetary. The startling Panama revelations in Pans: have so shaken confidence in the French Government as to cause @ severe contrac tion of credit operations by the Bank of France and by the other Paris ficancial in stitutions, the natural tendency cf which has been to draw gold to that centre. Sim- dar but more recent developments of cffi- cial corruption in Italy have given an im peius to this derangement in credit opera tions and have widened its area. And the remarkable declaration of Chancellor Cap- rivi as to the threatening armameuts of the great powers and the consequent necessity for Germany immediately putting herself in & position for undertaking ‘‘aggressive’ operations cannot but bring over Europe a sense of its_nearness to the great struggle which has so long appeared inevitable, but not hitherto actually imminent. The new Egyptian question looms up as sti!] another disturbing factor. From similar political causes, Russia has during the past year been steadily withdrawing her deposits on the continent, which are supposed to have gone into her military chest ; and it is sus- pected that the hoarding of Austria- Hungary has also been for military contingencies, as well as for her preparations for eatablishing a gold financial basis. The distinctly monetary causes of this gold movement have been the apprehension incident to the position of silver and the failure of the Brussels Conference to devise any means for staying its demonetization. To the Bank of ¥rance this is a grave situation Having issued notes tv the full amount por- mitted by its charter, it can put out no more paper for! the procurement of gold, and in the event of a crisis might have to use its silver in making payments ; which, under the present state of the silver situa- tion, might prove to the last degree peril ous, Under these circumstances, the Bavk has to enforce liquidation of its loans, and the Paris joint-stock banks are fellowing suit, especislly such of them as have branches in London, by stopping purchases of Englieh bills ; the effect of which is to draw gold to Paris notwithstanding the Bank’s’ inability to make direct purchases of gold. Concurrently with these influences, the absorption of gold by Austria, for the purpose of establishing he gold standard, is continued without sbatement. ‘The effect of these political snd monetary couditions is apparent in the act that the Bank of France now holds $37,000,000 more gold than a year ago, whilst the hulle eget Bank shows sn increase in its holdings of $26,000,000 Che combined accumulation of these two banks—amounting so $62,000,000 —almo t exactly corresponds with the net export of gold from the United States in 1892, which is Officially stated at $59,000,000. The con- nection of cause and effect is here so ob- vious as to tell its own story. This trans- ference has come about through a natural banking process- The contraction of large credit operations on the Continent has ne- ceasitated a like restriction of credits in Great Britain, and that in turn has caused some contractions of credits in England’s relations with the United States and has induced withdrawals of bankers’ balances from employment in this country. This seems to be about the only rational explan- ation of our large losses of gold in the face of a condition of foreign trade that did not call for such remittanc 2s.

The Rev. M. Stevens, hero of the St. John acandal, has been the pastor of St. Luke's Church for fifteen years, and is a minister of many and large accomplishments, He is graduate of Harvard, and of the Episcopal seminary at Cambridge, and has studied in Germavy. He has been selected for the anaual lecture in his alma mater, and has three times been offered a chair in Wycliffe College, Toronto. He has some celebrity as a lecturer and writer, and composes music, A recent collection of hymns, with music srranged by him, and containing a history of bymns and hymn writers subjoined, is well known. Mr. Stevens is over 45 years old and a British subject by naturalization.

The Halifax city council has appointed a special committee to draft a new law for Halifax city, the present being gleringly a dead letter. it is under
stood that a proposed draft, which meets with favor from some of the committee, will allow a licensed saloon for every four hundred rate- payers; raises the saloon license tee to about $200, so as to bring in an income of $20,000; provides for closing up at 9 o'clock; the walls must all be sealed; the doors locked on the outside with a padlock, and the blinds left un- closed at night with « light inside, so that the police can see the interior.
