The Seculop published to-day an unsigned manifesto headed ** The Directory of the fortyguese Republicans to the Nation.” it denounces vociferously the English ultimatum, and adyocates a Republican confederation of the later nations, and adhesion of Portugese to such federation. It declares that the movement with federation of the Latin Republics is steadily making great progress. The manifesto does not advise a revolution in Portugal at the present moment, is moderate in tone throughout except as to the denunciation of Engiand’s action. All papers, republican as well as others, advise prudence and moderation in the present crisis. The ex- travagance of the schuvolboys in the streets and the demonstrations seem to have open- ed the eyes of the men of the country to the folly and danger of their way of treating international difficulties.
Mobs of workmen and sailors parade the streets denouncing England. The English- men employed by the government have been given the alternative of dismissal or uaturalization. English fligs have been bought aud publicly burned in several rowns. The rumor of a British fleet in the Tagus has had « tranquilizing effect upon the papers.

The News, commenting upon the despatches, says that they confirm the opinion that the Murquis of Salisbury spoiled a very strong case by undue hastiness. His despatches insult Senhor Gomez, by implyiug disbe- lief in Senhor Gomez word. It is dvoubt- ful whether any further negotiations will be possible between the governments for a long time.

Montreal, Jan. 17. L’ Electeury says, referring to the present session of the De minion Parliament, that a party will be formed by the Equal Righters, which will have the effect of putting both the Government and Oppusition in a deli- cate position.

Agriculture being the main industry of the Province, measures will be adopted which will best render the labor of the hysbandman remunerative, hy inoreasing the aid given to the Annual Exhibitions, by the importation of improved stock, and by providiog instruciion on Agricultural Chemistry and a course of popular lectures on agricultural subjects.
In order to give greater shipping facilities, and until the Dominion Government shall have taken over all the wharves that became the property of the Dominion Government at the time of Confederation, it is our policy to keep in repair such of them as are essential to the trade of the locslity where they are respectively buiit.
As in the past, our policy is to vigorously
ress toa settlenent our cluims against the Federal Government.
Rigorous economy will be practiced in. the expenditure of public money, while at the same time liberal provision will be made for the public service.
Pending the adjustment of our claims against the Pederal Government, our annual resources may not be sutiicijant to carry out the proposals indicated, and at the same time provide for the large expenditure required for our educa- tional system, In that case, such measures to supplement our revenne will be acdupted as wiil bear the least heavily on the people, and will at the same time be just and equitable.
Changes will be made in the patuiic service in order to secure efficiency and greater security to the public interests.
