The mystery which for centuries has hung over everything Japanese does not seem to have been dissipated by a nearer view of their institutions. ‘There never was anything more hopelessly obscure than the deseription of the su-called Revolution, which has been extracted from the columns of a local newspaper by the Times. It appears to have been made by nobody in particular, to have consisted of no remarkable event, and not to be likely to produce any result worth noticing. The rajers have issued no proclamation; there has been no rising among the people; and according to the first account no blood has been shed. Bat still we are told there has been a revolution; and the brilliant and suecessful Constitution of Lyeyas, whieh has lasted in peace for two hundred and sixty years, has been destroyed. The only event which is definitely recorded is that, by the action of some person or persons unknown, the law Which requires the Daimios or nobles to visit deddo trequently, and to leave their wives and families there permanently, has been relaxed. Happy the nation whose revolutions consist im their nebility going out of town. By the repeal of this fundamental law, the power of the Tycoon is mipposed tw be shaken to its base. So far as it is possible to discover the exact merit of this remarkable constitutional barrier, it seems that it had the effect of making the nobles travel a great deal to and fro, and spend more money than they could conveniently spare. Now that they have no more journeys to make, it is presumed that they will become more economical, and more dan- gerous as a class. The principle ot erippling a powerful nobility by spurring them on to extrava- gance is aot new in political history. NEWS BY TELEGRAPH.

Banecor, Jan, 19th, 1862.

A special despatch to the New York Sunday Mercury, dated on Saturday last, states that the Army of the Petomae is again in motion, crossing the Rappahannock River at Richard's Ford, and that all officers in Washington had left for the field of battle.

The Associated Press Reporter says that the above intelligence must be received with some eaution. The same despatch states that the Vicksburg expedition is being re-organized, under the command of Gen. Grant (Federal), whose force will reach 100,000 men.

Gen. Grant reports officially the capture of Arkansas Post, with from seven to teu thousand prisoners, all the stores at the place, &e. Porter's fleet attacked the front, and Gen. Grant landing below, stormed the enemy's works in bis rear. The next morning two Texas regiments coming to reinforce the Post, ignorant of previous affairs, were also captured.

The British brig Havelock, from St. Thomas, reports that the Confederate privateer schooner Retribution was operating against Federal cow- merce in that vicinity.

Six swift steamers are reported to be about leaving Nassau, N.P., for Confederate ports.

The National Intelligencer publishes the Con- federate correspondence which was intercepted off Charleston,

Secretary Benjamin writes te Mason and Slidell, exaggerating Confederate victories and summing up the Federal losses at three hundred and fifty thousand.
