The general result is that there are no means of accommodating the differ- ent views of the Irish bishops, because the Congregation sces no way of interfering in strictly political matters.

The Times publishes a draft of the Seot- tish Land Bill, prepared by the Seottish Chamber of Agricuiture, which provides for the adjustment of rents by arbitration, * re-valuation of farms, and for power in the tenant to sell his holding. The Times says it is one of the mest far reaching measures on the land question ever sub- mitted to Parliament, It makes the strict- est provision relative to compensation for improvement.

In Burnley and Blackburn districts, fur- ther stoppage of spinners at present is un- likely. There is also a feeling against any further stoppage at Oldham. It is esti- mated that the direct loss of spinners and operatives in Laneashire, through the stoppage, has been £200,000.

News from St. Petersburg states that an ukase is shortly expected codifying regula- tions for the protection of the Emperor, placing various bodies—the Imperial guard, the secret pelice at the palace and secret police department for the inspection of railways—under a single head, to whom all ministers and chief officials will be required to report immediately anything endanger- ing the safety of the Emperor.

Paris, Sept. 29. At the sitting of the electric congress a question was raised in regard to the rights of property in submarine cables. At pre- sent no government has jurisdiction beyond fhree miles from the coast and the eutting is not a criminal offence. Siemens, the well known l cable manufactt urez, strongly urged the im- portance of giving some protection to such vsinable property as cables. A suggestion of Cochery, French minister of posts and telegraphs, that representations on the sub- joes “be made to the different governments, was agreed to.
