Mr. Davies to-night denounced it as one of braggart, blow and bluster, but what did he say in 1887, when it was not quite certain what | course the Liberal party should steer? Con- cerning the modus vivendi Mr. Davies had charged the Government with wilfully irritating the Government of the United States by suspending or threatening to suspend it, and had argued that it should be put into fall force again at once, but in considering the termination of the modus vivendi the Government simply acted upon the principal that we should not open the privileges of our coasts to them, while it was open to us to refuse all privileges to the United States. The modus vivendi was adopted simply to prevent hostilities aris- ing and imperilling the trade in its con- sideration by the United States Senate. If, unfortunately, any retaliatory measure should be put into foree by the United States, and non-intercourse should be de- clared, our Government would be able, fearlessly, to leave the record to the peo- ple :
