City Council Decides to Set 21 and 50 As Age Limit - Fire Board To Be Formed.

At a special meeting of the City iiouncii yesterdayrncrning, a by-law was passed for the re-lnganisstlon oi the Fire Department. A number of very important changes were

made, among them the fixing oi the

s|e limit for members of the fire companies between 2i and 50, mem- bers o! the new department to be selected as iar as possible from elig- ible members of the old. The depart- ment will consist or thirty-two mem- bers. The hose company will consist oi nineteen men and a captain, and the hook and ladder of nine men and a captain. There will also be a. Chief and an Assistant Chief. The de- partment will thus be reduced by about six or eight men. Provision was made for the creation of a salv- age corps, the members to be chosen from the members of the two com- psnles.

The Fire Chief wilLbe responsible to the Fire Board, which is to be formed with the Chairman of the Fire Committee, as president. The Board will in turn be responsible to the Council.

A resolution was passed acccoting the proposition of Jenni-learn and B. C. Vanldei-atine for the erection oi an incinerator on the city dump yard, and for the collection of garb- lBe in the city.

Long Hours And Poor Wages Cause of Gen- eral Walk-out.

TORONTO, Feb. 25,—By noon to- day 1,200 members of both sexes of the dress makers section of the In ternational Ladies Garment Workers Union were on strike ior better pay, better working conditions and the right to have their shop committees arbitrate in any dispute that may a- rise in the various shops. Almost sev- enty manufacturing firms were oi‘- fected. The walk out was quite ord- erly, except in one case where the union organizer stated that the em» ployer had locked the front doors oi his establishment in the Spadina.
