On motion of G. C. Hooper, Charlies Heartz, Esq., was appointed Chairman, and the undersigued Secretary.

The Chairman stated the object of the

meeting, and called upon Councillor McLean, one of ‘he representatives of the Ward te address the meeting. *Councittor MvLean then came forward and stated that be was there on the invita- tien of his constituents, and was prepared to answer any question or give any explana- tion they desived respecting his conduct since he was elecied to the Couneil.

G. C. Hoorrs asked whether Mr.

MeLean was prepared to support a scheme for the introduction of boggy water from

Winter River, also how the Council found it necessary to increase the rate of city taxes from i to 1} per cent, when His

Worship the Mayor stated in his report that 1 per cent weuld be quite sufficient to meet all estimated expenditure.

Mr. McLean replied that he would never egree to have wa‘er brought inte Charlotte- town at the expense of the citizens. Under the scheme proposed ne citizen need take the water unless he chooses, and he need not pay fer it unless he usesit. He voted for the increase in the city taxes because he saw it was absolutely necessary, and be- cause he pledged himself when running his election not toe nsent to have the city sunk into debt one dollar further than it was at present.

Mr. Jouxn Newson wanted to know the basis upon which this scheme of water werks was founded, and said the meeting was in the dark on the subject, and asked what additional expenditure did the City

Ceuncil anticipate when they found it necessary to increase the taxes to 1} per eent. Mr. McLean gave a synopsis of the

basis upon which the Council! intended to eonsider the contract. He said it was pre- posed to havea number of hydrauis sup- plied by the water works for fire purposes, and that the cos’ of the same would be taan the saving it would effect in penditure of the Fire Department, besides reducing the rates of insurance and render ing the city more healthy than it is ai present.

Mr. James Curtis then came forward and spoke foreibly against the imposition of water works, and called upon the citizens to rise in their might and put a step to the extravagance row practiced by the City Covncil. Now or never shall be the word, and he added that rather than consent to

Councittorn Smirn being called upon stated that he » as always agait ist the water question, and that he would always oppose it. He voted forthe increase taxes in order to reduce the overdraft at the Union Bank, and beeause no more money will be obtained for liquor licenses after the Ye st August next.

Messrs. A. McKinnon, John Ladner, Benj. Toombs, Henry Coombs and others spoke on the water question.

Counciilers Chappelle and Lawson being | present, were 280 invited to address the meeting, which tney did.

The following resolution was then moved by G. C. Hooper, Esq., seconded by James Gikeed, Esq.

Resolved, That the Electors of Ward 5 request their representatives not for any systein of water works until the same be fully siibr nitted to the said Electors at the Amd - t that they be requested to vote against it and do all they can to pre vent it ahd law.

In the Legislative Assembly this after neon, Mr. Chapleau, in a feeling speech in which he referred to ‘the suffering that must result to the poor, moved a vote of $10,000 tewards the relief of the sufferers. Mir. Jely seconded the motion in a sympathetic apeech followed by Messrs. Lynch, Mercer, | Robertaon and Irvine. Mr. Nelson follew- | ed and expressed the sympathy of the S Sister City of Montreal with Quebec in her trouble. After remarks frem Mr. Murphy the resolution was adopted.

The Governor General gives $500, the Cure of Quebec $100 and the Mayor $100, to the sufferers. A subscription list will be epened at once. The loss is fully ove and half millions, covered by 8650, 000 insur-

ance, divided as follows : Quebec Co., from $250,000 to £300,000 ; Phoenix, $8,000 : British American, $12,000; Lanc ‘shire,

$40,000 ; Gua cdian, $14, 000 ; Liverpeol, London and Globe, $35,000; W estern, $20,
