The Student Union has passed a motion denying use of the Blanchard Hall "hang—over" clinic to faculty members. This dinic has been set up to aid those suffering from post—pig festivities. Because of this ruling Students with post-in— toxication blues will be assured'of bed space. Student Union president (whose name remains un— known) said the operation will be open on Fridays as well as one week fol- ]Dwing Winter Carnival.
The general opinion about registration was, as one student put it, 'qike dragging your ass over sandpaper." Al- though many have complain- ed of such a "burn", registration may prove to be the hardest part of the semester. The. prices will remain about the same as usual; to this the manager replied, "So I like Barbados".

The student union is holding a surprize meet- ing sometime next week. Unless two hundred students show up a surprize motion will be passed. This motion would postpone the Winter Carnival until August 17. The carnival committee suggested this because "cold beer is better on a hot ,day". 0p- position to this motion ' argued that the ice castle would melt, but did in- deed agree that "cold beer was better on a hot day". So save your snowballs, kids, this is one event you should not miss.

Manpower Minister Bud Cullen announced on Oct. 21/76 in a debate on the speech the creation of a year-round employment pro— gram called Canada Workes. Included in the $200 million program.was Young Canada Works with funding of $30 million. Cullen has said the program "will
be oriented to the interests
and aspirations of young Canadians" and that he hoped to see 21,000 jobs created.“ However it turns out that students alone
cannot submit applications to the summer program. Instead it will be up to established social and community agencies to sponsor a project. There are three kinds of project appliCations being accept- ed at Manpower. There are students with a pro- gram idea who have obtain— ed an agency such as the Red Cross to sponsor them;
organizations with ideas but
without students; and a
combination of the two where
students and sponsor get~ together, come up with an idea, and submit it.
As he put it-fHowever only the sponsors ‘name is on the Applications
. and students without a
sponsor have little chance of being accepted.
The programs can be from six to fourteen weeks long and must employ at least three people. All positions on the projects
‘will be filled by students. ‘ The sponsor hires the stu—
dents from referrals it
receives from Student _ Manpower. Seeing as they are community projects, community students will be hired first. Up to $25,000 will be awarded each project with students receiving the minimum wage and project manages slightly more.
Deadline for app 11 cations
is February 4/77. If an application, with a sponsor is submitted there is the usual government pro— cedures. The applications must be sent to the Job Creation Branch of Man— power, and sponsors will .receive acknowledgement of acceptance. Copies will be made and sent to Man— power Cantre, the Local M.P., the provincial government, and interest- ed Federal Dept. From

the application next goes to a Ministerial AdviSOry Board, (M.A.B.) made up
of nine people from the local riding and manpower (Derek Key may be one) wher all applications are re- viewed and ranked according to priority. Then it goes to Ottawa-for final ap- proval. The final word is released sometime in April.
This kind of application that the government wants to see submitted are those that will stimulate the
involved students interests,
create jobs otherwise not existing in the community, and be of a non-profit nature. ,Waht will not be accepted are projects that
"create a community depend— ency that will cease to
:be responded to after Young Canada Works funding." This all comes from the Guide
To Applicants. This guide and program applications can be picked up at most Man— power Centres and at the one on campus, also many community organizations thave_them.
Young Canada Works can- not cempare with 0.F.Y. This new agency takes away a good deal of project independence and student imput. The structure of the funding also hapers development of original ideas on the part of students. It would seem the most likely accepted 'applications will be along the line of travelling .puppet shows and play- grounds for kids. How— ever, it will provide‘ jobs. Remember, Feb. .4/77 is the final dead- line.
