In support and explanation, Mr. Blake said that recent events had shown the necessity for such a reference as he had provided for. The Administration were now forced to come to judicial determina- tions on such subjects, but it could not ba presented but in times of race and religious strife. Whatever cCecision they came to

On the item of $40,000 forthe P. E. I Railway, Mr. Biake referred to a telegram sent by Sir Charles Tupper during the last general election to Dr. Weldon, of Alber, promising to cons solidate the branch lines of

the lower Provinces with the main line of the Intercolonial.

Dr. Weldow rose and explained that he had onthe faith of Sir Charles Tupper’s promise, pressed the project upen his con- stituents, and urged the Government to follow the example of the C. P. R. and the G. T. R. and consolidate the branches, thus affording the people in the Lower Provinces the same advantages as are

enjoyed by their brethern in the West. If the latercolonial would not take the matter up he weuld promise the House to b: iug pressure to bear on the Government to give it toa commercial corporation would

Sir John MacDonald added that the con- sclidation spoken of would result in some economy, though he dvubted if it would re- duce the deficit now experienced by the
