HIS LORDSHIP BISHOP PINKHAM UPON

THE GROWTH OF THE NORTH-

WEST.

His Lordsh'p Right Rev Dr. Pinkhan, Bishop of Siskatchewan and Ca gary, exerts authority over territory flvetimes larger than England and Wales. This involves onerous labor and great responsibility; indeed, His Lordship, who had just come out from England, and who is on his way to his vast diocese, contemplates resigning the bishopric of Saskatchewan, and de- voting himself exclusively to that of Caigary.

The good bishop has been in the North-W est for over thirty three years.

He has experienced hardship; he has ridden thousands of miles in wag- gons before the advent of the railways; he passed through the trying period of the first Riel rebellion in ’70, and ex- perienced narrow escapes; and Fe may be said to have been the first to start the schoo! system of Manitoba on its way. He was archdeaconjin Winnipeg for many years, and then became superintendent of public instruction.

His Lordship has been to England largely for the purpose of securing sup- port for his work. Saskatchewan and Calgary-are really two distinct dioceses in the Province of Rupert’s Land. Each is a separate entity, with one bishop governing the two. The work is growing, but the ned is great.

His lordship says that people in the east have little idea of the resources of the North-West. Alberta is one vast coal bed, while the Crow’s Nest Pass Railway has opened up coal for-

mations of the greatest value. The people in the east forgot what they owed to the North-West. His Lord-

ship used to get assistance from the church in the east, but when the dele- gates to the general synod reached Winnipeg, and were treated to the characteristic hospitality of the place, they thought the whole country was rich. His Lordship invited them to go west, but they did not accept his invitation. However, assistance fell off. There are no endowments, of course, and the people are much scat- tered, and, for the most’ part, unable to give largely. ‘They have ranchers and some well-to-do people, but the majority are poor, though loyal to the Church. In the Calgary diocese there are six self-sustaining churches, but His Lordship needs nine more clergy, whom he could place at once. The state, however of the finances do not permit of his engaging isuch. The whole face of the country has changed since His Lordship first saw it. ‘There isa great future before it

Rupert’s Land sent delegates to the general synod, the first meeting oi which was at Winnipeg. His Lordship rather regretted the action of the Montreal diocese which had caused some delay in getting the machinery to work. ~The majority of the dele gates had come to a certain resoiution. Montreal, not having got all it wanted in the matter of diocesan autonomy, should have obeyed the will cf the majority, as their own delegate had done. But Dr. Davidson had talked a greit deal and the machinery of the general synod, which wasto be the final court of appeal, was not yet in operation.

With regard to English politics, his lordship said that while he was not a politician,he would say that he would be perfectly willing to make a present to Kruger of all the pro-Boers in Eng- land, including the Hon. Mr. Cour- tenay, a clever man, ‘but an awful crank, you know.’

Asked to the ritualistic question, his lordship replied, you will find me as close as an oyster on that question. Not a single word.”

His lordship, though he has seen hard service, states that he cando as good a day’s work as any other man. He has enjoyed it to the full; he has

With regard to the Galicians and the Doukhobors, his lordship is of the opinion that while both in time, through their children and children’s children, will make good settlers, it was rather much to ask ofthe small Ehglish population to absorb such numbers of foreigners, who havea, different language, different customst and a different moral code to their own settlers. If the latter was a hun- dred thousand strong he would not mind somuch, but they are small as yet in numbers, and these people have their distinctive townships. It wasa Strain upon their respectability and character, to ask them to absorb such numbers of Galicians and Doukhobors. He was not a politician, but he doubt- ed the wisdom of sending so many of these foreigners into the country to form themselves into destinctive town ships, amid a small English-speaking population.— Montreal Witness.
