The Present Creed of Mr. Davies. (St. John Sun.)
Mr. L H. Davies in an interview with the Boston Herald is represented to have given this account of the policy of his party :

If Mr. Davies will examine the corres- pondence he wiil observe that Mr. Blaine’s offer 2s quoted above was accepted by the present government. But when the time came to agree on the “fair list of goods” manufactured, Mr. Blaine toek the position that the list should include all manufactured articles. He also took the ground that Canads should impose a tariff on British manufactured goods equal to that imposed by the United States. This fact is established by the report of exch day's discussion as drawn up day by day, signed by the Canadian ministers, and son- curred in by Sir Julian Pauncefote, British minister at Washington. It msy be good policy for Mr. Davies to assert that the liberals agree with the position then taken by the Canadisn government, but Mr. Davies knows that he and his perty were violent advocates of Mr, Wiman’s poliey of commericial union. They may be ashamed of it but they cannot blot out the record.

policy has no control, That the Canadian tariff has done all that could in reason be expected of it is conclusively shown by the s'atistics of the last Canadian cenaus, Thus, for example, the number of manu- facturing industries increased during the census period from 1881 to 1891 from 13,- 674 to 22,761, a gain of 66.5 percent. The capital invested in them grew cven more rapidly, from $114,000,000 tv $234, - 000,000, or 105.5 per cent. The numbers of hands employed increased 47 per cent, or from 141,011 to 207,596: he value of products advanced from $202,000,000 ‘o $319,000,C00, or 58 percent. This show- ing ought to silence the most ecaptious critic of Canada’s tariff system. The evils which the Dominion suffers are not atiri- butable to that system, but to the fact that Providence never designed that country for an industrial career independent of the United States. The latter overshadows Canada aud entices her pecple across the border by means of the tplendid oppor tunities which our protective system has here opened up for them. ‘'hese are mis- fortunes which Canada's wise tariff has served to mitigate.

Professor Wiggins’ Discovery. HE CLAIMS TO HAVE DONE SOME WONDERFUL THINGS, Profeseor Wiggins, the Canadian astron- omer and weather prophet, has come be- fore the public again. In an interview a few days ago he said that after a quarter of a century's hard work he had solved one of the problema pronounced by ancient and modern mathematicians as impossible by Euclid’s elements. squaring of the circle, the duplication of the cabe, the insertion of two geometrical means between two given straight lines, and the trisection of a given rectilineal angle. The solution of the last-named, Profes- sor Wiggins said, was more eagerly sought than any of the others, for it would enable mathematicians to increase the number of regular polyogons inscriptible in a given circle. The equilateral triangle, the square, the regular pentagon and such regular p’ lygons as can be derived from them, have been the only regular figures inscriptible in « circle by elementary gecmetry. There is, for instance, no regular nonagon given in our school books on geometry, because no one, not even Euclid or Newton, could divide the angle of an equilateral triangle into three equal parts; in other words, find the ninth of four right angles. This is the problem Professor, Wiggins has solved and has brought within the third book of Euc'id. The construction is simple, but that for the demonstration and the demon- stration itself are, not not by aay means easy. He says the solution of the problem will cause universal joy among mathemati- cians, and it is his intention to publish the solution in a few days.
Pension Frauds.
The pension department at Washington believes it has unearthed stupendous pen- sion frauds. An attorney at Norfolk, Va., oamed W. R. Drewry, now under arrest, is charged with securing fraudulent pension claims by the wholesale, using as his instru ments in many cases colored women or men who could not read or write. The extent of the frauds can be understood when it is stated that one hundred and sixty-six cas 5 were granted and that every one of them carried arrears. Deewry was arrested about vue year ago on the charge of securing fraudulent pensions, but owing, it is eaid, to laxness on the part of the local authori- ties, escaped punishment. The amount will not be known until the special exam- icers make their report, but as the arrears in considerable sums have been paid on
many of the 166 fraudulent cases, the s:eals will probably aggregate $100,000.
