A DISTINCTION BUT NOT MUCH DIFFERENCE.

Tue Examiver’s statement that money was raised by debentures for the con- struction of av annex to the Hospital for the Insane and afterwards expended as ordinary revenue has been characterized by the Premier as ‘‘ » foul slander ” and by The Patriot asa ‘* pure fabrication.”

Now, let ussee what justification there is for this elegant language.

In the year 1896, on the 27th day of April, Mr. Fred Peters brought down a bill to enable the Government to receive temperary loans by increasing the amount raisable to $175,000; and when he sub- mitted the resolution on which it wae based he said expressly that ‘* the in- creased amount asked for will pay for the building of the new wing to the Asylum.”

The money was afterwards obtained and speat; and the new wing for the asylum was oot built!

While it is true that the money was not raised by debentures it is true that the moaey for the asylum annex was borrow- ed, and that it was spent for other things.

Tac Examiner wae essentially right, though it was wrong in the too hasty use of tne word debentures. Upon sucha foundation the Premier and tbe Patriot bave built their charges of “foul slander” and “pure fabrication ” !

One would suppose that shame, if nothing elwe, would reetrain them from venturing to attack with such epithets a statement that wae absolutely true except im respect to the way in which the money was obtained. If the money had been Ob- tained by debentures, weshould have had -@ long day in which to prepare for its payment; as it is the Province may be- called upen to pay it any day.

The public accounts show that, since 1896, debentures to the amount of $35,000 have been issued ; and it appears that the “sinking fuod” for tbese and other de- bentures is a myth, while the Public Works. report shows tbat there was at the end of the year still to be paid the ecntractors for Prince of Wales College building the large amount of $7,420.60.

Last year the Government obtained per- mission from the Legislature to issue $26,000 worth of debentures bearing in« terest at 3 per cent. These debentures they could not sell. Now they seek to wipe out thatetatute and obtsia authority to issue debentures to the amount of $48,700 at 34 per ceot,—though tbe Public Worke
