Signor Crispi, the Italian Premier, is said suddenly to have broken down in nerve, and become all at once, an infirm and purposelessly old man, quite incapable of sustaining the part of practical dictator, which he assumed last winter with such a light heart. People had forgotten that he was 75, so virile and ambitious and masterful he seemed. But his physical and mental collapse now is privately re- ported to be at the bottom of this newest phase of the general Italian smash. Ap parently there is the greatest confusion a8 to whose task it should be to try and grasp the reins dropped from his hands, and there is no belief in any quarter that an improvement on the existing chaos ie possible.

Sovrnampron, June 13.—The Ham- burg-American line steamer Normannia, Capt. Dahrends, which sailed from New Qork June 7th, has arrived here. She made the trip in six days and_ twelve hours, which is the best time on record over the long course. The record of the Fuerst Bismarck from New York to Southampton is six days, ten hours and fifty-five minutes, made Sept. 28th of last year over the shorter northerly route. i

The attention of Commercial Travellers is called to the following sections of an Act _—— by the Legislative Assembly of Prince Sdward Isiand, Session 1894, intituled “An Act to Impose a Direct Tax on Certain Classes of Traders ” :—

1. “From and after the passing of this Act every casual trader not permanently residing in this Province doing business within this Province, commonly known as ** Commercial Travellers,” and every person vot permanent- ly residing in this Province, and who sells either for himself or any other person any goods, wares or merchandize in this Province, or solicits er canvasses for orders either for himself or any other person for the sale, ex- change or purchase of any goods, wares or merchandize within this Proyince, either by the production of samples, photographs, cata- logues, printed or written matter, or simply by word of mouth without the production of samples, photographs, catalogues, printed or written matter, shall, before he or she enters upon the business of so selling any goods, wares or merchandize, or soliciting or can- vassing for such orders, pay to the Provincial Treasurer of this Province an annual licen-e fee or direct tax of fifteen dollars.”

2. “Upon payment of the said license fee or direct tax, the said Provincial Treasurer shail grant a license authorizing the person therein named tose)! goods, wares and mer- chandize in this Province, and to solicit and canvass for orders for the sale, exchange or

urchase of goods, wares and merchandize within this Provinee. Such license shall be granted and remain in force for the space of one year following the date upon which the said license shall be granted and no longer.”’

3. ““ Any such Commercial Traveller or per- son not permanently residing in this Pro- vince as aforesaid, who, after the passing of this Act, shall sell any goods, wares or mer- chandize, or solicit or canvass for orders for the sale, exchange or purchase of any goods, wares or merchandize in any manner afore- said within this Province without havin first = the said license fee or direct tax, an obtained the said license, Shall foreach and every occasion upon which he or she shall sell any goods, wares or merchandize, or soli- citor canvass foran order for the sale, ex- change or purchase of any goods, wares or merchandize as aforesaid, be liable to pay the sum of two hundred dollars tothe said Pro- vincial Treasurer.”
