Ileaiherdale Man A Passes Away

The death occurred March 17. 1952. at the King's County Hos- pital. after a lengthy illness of Mr. Neill N. MacLeod of Heather- liaie. in his 83rd year. He was the son of the late Mr. and Mrs. Neill MncLeod of Vnllcyficld.

health Mr. Matheson said that last year the Federal grant was 859.- 000 of which 335,000 was used and the balance will be returiied to Ottawa. Next year he believes there will be 365,000 available for the use of the Province. It is only lack of facilities which is pre- venting his department from using the full amount. given. In his report on return from Brit- ish Columbia last year Dr. Alex Murchison. Director of Mental Health, said that in past years the Province was only giving cust- odian care to iiieiital patients here. However. Mi: Mathcson stated that with improved facil- ities and a larger staff it was hoped to do more from now on. some patients. he said. had to go to other Provinces for treat- ment cf mental disorders and this was expensive both to them and the Island as each one took away with him between 5100 and 3500.

Mental Health Clinic

Regarding the new mental health clinic opened this month he stated that it would be a vast improve- ment as the patient and the psychiatrist would not have to meet. in the atmosphere. of Fal- conwood Hospital, but in a pleas- ant clinic in the uptown area. He expressed the opinion that with- in a year the people employed on the project would be so busy they would have to have additional help because there are so many

The Minister of Health said that there were 292 patients in Falconwood. of these he said that there were 6'! in the hospital list- ed as mentally deficient and an- other l94 who with a certain amount of treatment might be cured. some he said would nev- er be cured but they might be helped enough to aid themselves in the routine of living, Those patients in the younger age groups had a better chance for recovery than those who hnd been confined for periods up to 25 and 30 years. One patient. he said. had entered the hospital prior to the turn of the century and since ilien had cost the Province over 820.000 to maintain.

Accommodation Inadequate-

He made a plea for better un- derstanding of the problems of the mentally ill and said it was no disgrace either to the patient or his family. The Women's Build- ing at Falconwood is fairly mod- em and reasonably suited to the purpose. but it was overcrowded. An even worse condition prevail- ed in the Men's Building origin- ally built to house 80 patients and now having to accommodate 160. Under these conditions they sim- ply cannot givc shock treatment.

In dealing briefly with other branclioa of his department. he mentioned the work being done in the field of nutrition and dental health when school children had been examined and report cards of conditions found sent home to

Wards of Department

in addition to this work there are 231 cl-iildren who are wards of the department. Last year 81 were boarded in temporary homes. 1: were in orphanages. 42 in their own homes and 31 more were in foster homes. Homes of correc- tion and other institutions so. counted for the balance.

There are more patients in Beach Grove Inn than can be handled. Mr. Matheson stated.

adding that this year there would be a careful screening of all of them to determine whether or not some of them could not pay their way in private homes. "There are a few who can pay and later we will find homes elsewhere for them."

Several members questioned the Minister regarding the applica- tion of means tests and other qualifications for admission.
