The other numbers on the programme were ai! particularly well rendered and we regret that time and space will not admit of special mention of them. We can only say that they reflected great credit upo Principal Seaman and his excellent staff, s# well as upon the pupils.

After the exercises, the school was ad ‘lressed and congratulated by the chairman,

by Mr. Fitzgerald and by Mr. T. C. James. Mr. Fitzgerald referred particu-

larly to the importance of honor as a prin- ciple of action, setting forth the meanness of tattling, fibbing and copying exaimina- tion papers, and urging each pupil to keep her honor clear. He offered prizes at the Christmas holidays to the most honcrable aud courteous girl in each of the classes— twelve prizes in all—the prizes to be award- ed according te the vote of the class-mates WEST KENT STREET SCHOOL.

Arbor Day was unusually well observed at West Kent School to-day. All the teachers were present overlooking the planting, and the pupils turned out en masse. Eighteen trees were pianted around the school ground. These consisted of mountain ash, horse chest- nut, linden, sycamore, oak-leaved mountain

ash and Sectch elm. At 11 o’elock the upils were assembled in the upper Pall of tue school and the pro-

gramme, as announced, was well carried out, Addresses suitable to the occasion were delivered by Principal Miller, His Worship Mayor Haviland and the Rev. J. A. Gordon lhe presence of several parents and citizens added to the interest of the occasion.

The Chas. E. Lefurgey Ashore.

The Bark Charles E. Lefurgey, Cap’. J teid, master, went ashore on the eastern edge of Wheelock’s Reef Panmure, Island, on Thursday morning at 2.30 o'clock. The steamers St. Olaf and Electra and the tug boat, Wm. Aitken, went a3 soon as possible to her assistance, but were unable to take her off. As yet the vessel is unin- jared. It is likely that her ballast and vargo.of deal will have to be taken out, and at next spring tide it is probable she will fioat off all right. Capt. Reid and Mr. Wm. A. Lefurgey arrived by train last evening, and are making arrangements for having her floated, A tug boat is now running her anchors out to prevent her vetting further ashore. The Charles E. He hoped the Street Com- inittee would be careful not to exceed their estimates, as there was no surplus to fall] back upon. There was a smal) increase in he appropriation for the police department this year which was made necessary be- cause of the raise in the salaries of the members of the force. A larger amount was this year set down for the Market House to cover the cost of some necessary repairs andalterations made there. There was also about $1000 of an increase in the amount set down for the Board of School Trustees. This was an expenditure over which the Council had no control. They must give the trustees all the money they require and ask no questions. The $1000 for Queen's Wharf was to cover the cost of inspection and the new contract entered into with Mr. Ezan a few nights ago. There was also an amount to defray the expense of making some improvements and

alterations in the City Building, and amounts to cover the usual grants to the Rifle Association, Hospitale, Public

Gardens, et¢ The amount of $1000 was placed in the estimates to cover the cost of ubtaining a report as to the best sysiem of sewerage for the city. He hoped the Board would approve of this item. For his own pert he did not see much ‘use io guiny alead with the macadamizing of the streets if they are to be cut up for sewers Even the waterworks cut up the streets a great deal, and they were not properly fixed up yet. He thought that the best thing that could be done at present was to keep the streets in repair till the matter of sewers waa settled. [t was highly import- ant that we should ascertain the best man- ner of disposing of our sewage matter. The obtaining of a report on the sudject from some competent engineer—say Colonel Waring—would, he thought, be a move in the right direction. In conclusiva, he pointed out that to meet the expenditure of $46,663 he expected to be able to raise a revenue of $46,729 70, from the sources outlined in the estimates subunitted.

Councillor Beer said he had _ not seen the estimates until now —- not being a member of the Finance Oommittee. They, no doubt, had been

prepared with great care, but there was one item in them that he could not see his way clear to vote for and that waa the item of $1000 for the report on sewers fur the city. He did not know that this item was to be in the estimates until late this after- noon—while on his way home to tea. Since that time he had spoken toa few persona on the subject and they did not think that it would be wise to spend $1,000 for the report at present. While he might be in favor of sewerage, he did not feel like voting $1,000 unless a majority of the citizens were in favor of it. He thought the sewerage matter should be introduced and worked up by the citizens in the same manner as the waterworks. They would have to be constructed by a special board chosen by the people in the same way as the water commissioners. The matter should come from the citizens at « public | meeting. He was not opposed to & com- plete system of sowerage, but could not see his way clear to vote for the expendi- ture of the sum of $1,000 under the circum s‘ancés. He thought the amount would. be | better expended on the streets. '. Councillor Taylor agreed with much of

He thought the expenditure of #1,000 fora report on sewers from some first-class man would be a good investment. A good, reliable repurt is well worth the money. If we had a proper system of sewers in Charlottetown he _ believed they would be self-sustaining in two years. The discussion was continued by Coun- cillors Hughes, Taylor and Beer. Coun- cillor Hughes defended the work done by the Street Committee, and pointed out that only one box drain had been put in—and that was absolutely necessary. e thought that something should be dove in the matter of improving our sidewalks, and that a sum should be placed in the estimates for a civil engineer to look after the work on the streets. uncillor Beer moved that the sum of 31000 for a report on sewers be struck out of the estimates. He said he was sorry to have to do this. He believed it would be money well spent to get # good report, bus in the face ef the estimates he could not see his way clear to support it. He thought we were sailing too close to the wiud, so to speak. We cannot:t:ll what may be ahead of us—what special bills may have to be paid. His reso. lution only struck the item out of the esti- mates. If we deemed it advisable to have a report on sewers we could get it later on.

Councillor Hughes seconded the motion.

Councillor Hogan regretted the tabling of the resolution, If Councillor Beer had time to speak to more pe ple he would find that there was a good feeling in favor of sewers. He was satisfied that if we once had sewers and the city was divided off into sewer districts, those who did not havethem would be only tvo willing to obtain them and be assessed for them. He believed that the citizans would not object to the expenditure for the report. Councillor Bser’s motion was then put and lost on the cas'ing vote of the Mayor and the following division :

Mayor Haviland, in giving hia casting vote, said that this matter of sewerage had been agitated for some years, and he was of the opinion that the health of the city would never be what it should until we had sewers. He agreed with the statement that before the citizens could fully agree on the question it would be necessary to have a re- port. Several reports on the waterworks question were obtained before the works were constucted. The City Councils? of that day obtained these reports, and they were often quoted during the waterworks agitation by writers for the press and by public speakers.

The obtaining of these reports was the pioneer movement in the matter of the waterworks, and so a _ report

in reference to sewers must now be obtained before the sewage question can be properly and intelligently discussed.

Councillor Crabbe then introduced the as- sessment and discount by-laws which were read a first and second time and made the order of the day for a third reading on Fiilay morning at ten o'clock. The rate of asses:- ment on real and personal property was fixed at 1 p. c., and a discount ct 2} p. c. will be allowed on all assessments paid beture the 15.h July next.

Council adjourned.
