A WORD ON HONESTY

The penal institutions in this country, though rather over- crowded have not received their full quota of public malefac- tors. 1f justice were done, th:re would be a iarge addition to the ranks. Every man or wo- man who deliberately and will- faily contracts unnecessary debts, knowing that he or she can never discharge them, is simply a common thief, and should be punished as such. 1t is the refinsment of absurdity to make any distinction be- iween the unfortunate who steels bread to sustain life and the weli dressed individual who orders for his table luxu- ries for which he has no inten- tions of paying. The votary of fashion who dresses at the ex- pense of merchants and modis- tes is one With the shoplifter, who expiates her offence in the House of.Correction ; and yet the law carefully protects the former, while it puunishes the latter. The balance of justice was better adjasted in the be- ginniug ofthe century, when honesty was a recognized prin- ciple, an essential part of cha- racter. To-day, elegant dress, showy manners, and lavish ex- penditure are more potent than an honest name. People who pay their way are often sneered at for their simplicity, and ge- nerally regarded as well mea- ning simpletens woefully be- hind the times.

Now and again when somc trusted official stoops to the

foliy of vulgar theft, the press voices public sentiment in de ploring his fall, and dwells with pathos on the prestige of his position in life, palliating his offence with the excuse that he has lived beyond his meaus. The same issue may re- cord the misdoings of a tramp who filched a pair of cowhide shoes fiom a doorway or help- ed himself from a hake1r’s stock. There is no bail in his case, no pathos wasted on his neel o! boots or bread. Why should there be ? He never had a po sition that enabled him to live beyond his means, so he is sammarily rmmured, while his favored prototype receives the full benefit of legal acumen and public sympathy

The fact that sentiment is becoming maudlin has much to do with the decadence of honesty. There should be no pity wasied on people who live beyond their means and come to grief in consequence. The pity is that they .should have had the opportunity to exceed their income. The plea ‘consideration for his family” lightens many av offender's sentence, where, ifjustice were impartially administered, in many cases the family would share his punishment. Women are largely responsible for dri- ving men to extremes to sup- ply their demands, rivelling in dress and desplay th wires and daughter of wealth.

They scout the idea of keep- ing within the boundsofa li- mited income, and plunge into dept with a reckless disregard o* consequences. The credit sys- tem is a national calamity. 1ts disastrous effect on character is demonstrated in the growth of dishonest pra ices. Children are reared in the belief that debt is not discreditable, and rom the indirect dishonesty of using unpaid-for property ea- sily progress to doubtful trans- actions and actual theft. The children of 20 years ago saved up their pennies for months to purchase a desired treasure ;| the children of to-day get pos-! session on the instalment plan | aud, wearying of their pur- chase, shirk, further payment.

They do not wisely restrain their little daughters’ inuate love of finery, or question their boys closely enough about the possession of certain articles. To inculcate strict honesty in the smallest details of daily life is the duty of every pa- rent and teacher. The mis-ap- propriation of a marble or a penny is not too small a trifle to engage serious attention, and debt should be dwelt upon as a last resource 1 dire necessi- ty, never as a means of satisfy- ing luxurious desires.
