has arixen relative tothe collection of customs duty in the new American port of Santiago. General Shafter, although an excellent military officer, is being roundly criticized for bis treatment of several ve.eels sent bere loaded with provisions by prominent American houses.

The American captains found them selves called upon to pay an average of 100 per cent. ad valorem onthe ordin- ary necessities of life. That was a great surprise, acd they appealed tc General Shafcer. This appeal was without result. he General, I am told, rather pointedly informed the captains that they either must pay the duties or leave the port.

A Cuban named Parreno, who does not speak English, has‘been placed in charge ef the Custom house, and he has only

‘ panish revenue officers for assistants. As a result affairs at the port are in a chaotic condition, and the captains of the vessels were greatly confused. They protested once more against paying the heavy duties and when they saw that protests were useless, they tendered drafts in pay- ment of the duties.

The port officials thereupon refused to accept the drafts, demanding gold instead. They made another appeal to General Shafter, and once more the position of the port officials was upheld by the American commander.

This decision threatens to interfere with business here for an indefinite period. Barkers and wealthy merchants in Santi- ago who are willing to hovor drafts of American houses to any amountare up sble to do so, having shipped all of their gold to Spain and Jamiaca.

Inclined to Believe General Elections Are Close at Hand.

Vancouver, B. C., July 22.—Sir Char]. s Hibbert Tupper, who is in Vancouver in connection with the establishment of the legal firm of Tupper, Peters & Gilmour ere, was seen yesterday morning by a reporter in regard to the statement sent out from Ottawa that itis possible the Dominion Government may dissolve Par- liament and appeal to the people, giviog™ as its reason the necessity of having the new election because of the

ssage of the new franchise bill. Sir Hibbert, when asked for his opinion, said he believed there would be a general elec- tion. But he added, “that election = not be because of the Franchise Act. bad no election after the 1885 bill, et the pressure on the (Government is 80°

and the opinion seems to be growing, particularly in agninst the Government, that I should think it is driven to consider some method of the kind. Tha reason 1 consider there will be an election is not so much because of the new Franchise bi]l —ihat may be the excuse put forward by the Government— but because of the international com- mission at Quebec. The Government, if able to pull anything favorable out of that will goto the country, and make the Franchise bill the excuse for seeking the opinion of the constituencies. The Gov- ernment sees some possible escape for itself in that commission, but at preseot its fortunes are going down very rapidly. That was observed, I think, by impartial men last session.

When askedifhe would run for any British Columbia constituency at the next election, Sir Hibbert replied he came out here “for business.’ If his Pictou constituents asked him to stand again in the case of an election he should do so, otherwise, he would not stand at aj]. His running in any case would depend upon the wishes of his constituents, and the party. Anyhow he would give his service cheerfully to assist the return of Conservatives here.
