Russia has odd modes of carrying on a Government. There was a naval captain, called Baranoff, who one day sailed into Sebastopol,at the commence ment of the Crimean war, and announe- ed that he had sunk a Turkish man-of. war. He and bis officers, with the ex- vepti nm of ope, were decorated. The one, being indignant at his exclusion, let the cat out ofthe bag. The Turkish man-ol-war had been an inventioa of the ingenious Baranoff. He was court- martialled and dismissed the service. Bat he managed to ingratiate himself with the Court, was made a Cclonel, and is now the Gevernor of St. Peters- burg.

An Englishman has patented a system of manufacturing slippers, dale, and other coverings for the feot out of paper.
